2017-2019 Consumer Advisory Council Members
Members serve two-year terms. The 2017-2019 term began on July 1, 2017, and continues through June 30, 2019.
Ralph G. Douglass
He is semi-retired as President of PECA Inc., an electronics design and manufacturing firm but continues to provide Project Management consulting. He has served as President of the Bensalem Township School Board during his 4 terms on the school board ending in December, 2013; currently serves as President of the Just for Kids Education Foundation; Chairperson of the Bensalem Township Cable/Telecommunications Advisory Board; and co-founder and board member of the Bensalem Non-Public School Channel Corp. Appointed by Sen. Robert M. Tomlinson (R-Bucks), the Majority Chairman of the Consumer Protection and Professional Licensure Committee. Resides in Bensalem, Bucks County.
Patrick M. Cicero
He is the Director of Pennsylvania Utility Law Project, a statewide legal aid office based in Harrisburg dedicated to providing technical support, information sharing and representation to low-income individuals in utility and energy matters. Appointment by Commission-at-Large. Resides in Mechanicsburg, Cumberland County.
She is a retired educator, former member of the Pittsburgh Board of Public Education, who serves on the Pittsburgh Board of Directors for the Homeless Children’s Education Fund. Appointment by Commission-at-Large. Resides in Pittsburgh, Allegheny County.
Troy T. Geanopulos
He is the founder of several energy efficiency companies over the past 20 years, is currently the co-founder and Chief Executive Officer of The Efficiency Network (TEN), a tech-enabled provider of building efficiency services headquartered in Pittsburgh. Appointed by Lt. Gov. Mike Stack. Resides in Pittsburgh, Allegheny County.
Timothy B. Hennessey
He is a Licensed Insurance Agent with Advantage Insurance in Pottstown, Montgomery County. He is also the owner of Phoenix Festival Productions, an award-winning event planning company in North Coventry Township, Chester County. A graduate of the Fels Institute of Government at the University of Pennsylvania, he previously served as Communications Director to Pennsylvania State Senator Bob Mensch and previously worked in the Pennsylvania House of Representatives. He is a former member of the Pennsylvania Department of Environmental Protection’s Cleanup Standards Scientific Advisory Board. Appointment by Commission-at-Large. Resides in North Coventry Township, Chester County.
Former Pennsylvania Consumer Advocate (serving from 1990 to 2012), brings an extensive state and national background in consumer and utility issues. Appointment by Gov. Tom Wolf. Resides in Philadelphia, Philadelphia County.
He serves as Chief Operating Officer of the Dollar Energy Fund Inc., Pittsburgh, which works with utility companies to design and administer programs to help low-income utility customers. Appointment by Commission-at-Large. Resides in Pittsburgh, Allegheny County.
Dr. Tina M. Serafini
She is a corporate trainer and curriculum designer/consultant for T.M. Serafini & Associates LLC. In addition to her educational background in multi-disciplinary programs and leadership, she has over 15 years experience in business and over 25 years of service on community and statewide boards. She also serves on the Department of Environmental Protection’s Clean-up Standards Scientific Advisory Board and as a commissioner on the Pennsylvania Commission for Woman. She resides in Clearfield, Clearfield County.
George J. Silvestri Jr.
He is a retired engineer in the Power Generation Division of the Westinghouse Electric Corp, and also is an author of technical papers and handbooks. Appointed by Rep. Robert Godshall (R-Montgomery), the Minority Chairman of the House Consumer Affairs Committee. Resides in Souderton, Montgomery County.
Joseph E. Toner III
He is Chairman of the Uwchlan Township Board of Supervisors and president for the Chester County Association of Township Officials. He is retired from the telephone industry, the chairman of the Board of Trustees for Manor College, founder and chairman of the Uwchlan Township Industrial Development Authority and Vice Chairman of the Uwchlan Township Planning Commission. Appointed to the Commission-at-Large. Resides in Exton, Chester County.
Javier R. Toro
He is a Customer Care Supervisor for the Community Action Committee of the Lehigh Valley, and is also responsible for weatherization. He was appointed by Sen. Lisa M. Boscola (D-Lehigh), the Minority Chair of the Senate Consumer Protection and Professional Licensure Committee. Resides in Fountain Hill, Lehigh County.
Christopher M. Winters Sr.
He has experience in legislative affairs, constituent services, research and public relations. Appointed by Rep. Thomas R. Caltagirone, Minority Chairman of the House Consumer Affairs Committee. Resides in Wernersville, Berks County.
