PUC Appoints Peter Dalina as Next Director of Bureau of Administrative Services

HARRISBURG -- The Pennsylvania Public Utility Commission (PUC) today announced the appointment of Peter B. Dalina of Mechanicsburg, Cumberland County, as the next Director of the Bureau of Administrative Services. 

“Peter Dalina has more than 25 years of Commonwealth management and administrative decision-making experience,” Chairman Wendell F. Holland said.  “Peter is skilled in assembling agency budgets and is well-versed in Commonwealth accounting.  He has directed agencies’ procurement and contracting efforts, as well as a variety of office services.  He is also familiar with federal funding and has directed Information Technology staff.  Peter demonstrates strong leadership skills and sound management judgment.  He comes prepared to very quickly step in and perform the critical functions of the job.” 

Dalina will replace Director Herman W. Umholtz, who plans to retire in January 2006.  It is expected that Dalina will join the Commission about a month before Umholtz's retirement to provide for a smooth transition in the handling of important budget-related and other duties.

Dalina currently is the Director, Bureau of Administration for the Department of Insurance.  He previously has served as Director of Finance and Operations for the Department of State; Chief Financial Officer for the Bureau of Employer and Career Services in the Department of Labor and Industry; Director for the Bureau of Administrative Services in the Department of Agriculture; and Fiscal Officer for Comptroller Operations, with the Governor’s Office of Budget.

Dalina received his bachelor’s degree from Ursinus College.  He has continued his education with management training courses in Pennsylvania and in Washington, D.C.

Dalina lives in Mechanicsburg with his wife Linda.

The Bureau of Administrative Services provides support for administrative matters in the daily operation of the Commission.  The Bureau is comprised of the Assessment Section, the Fiscal Office, Management Information Services and Office Services.  The Bureau is responsible for the preparation of the budget, collection of assessments, contracts, travel-related services, management information services support, mail distribution, inventory control and automotive services.

The Pennsylvania Public Utility Commission ensures safe, reliable and reasonably priced electric, natural gas, water, telephone and transportation service for Pennsylvania consumers, by regulating public utilities and by serving as responsible stewards of competition.
