PUC Fines Perry County Man $2,000 for Violations

HARRISBURG - The Pennsylvania Public Utility Commission (PUC) today fined David Watkins of Shermans Dale, Perry County $2,000 for providing service and making himself available to provide service without proper approvals by the PUC.

Watkins, who was previously employed as a professional taxi cab driver, allegedly held himself out to provide passenger transportation service by distributing business cards with contact information and a fictionalized company name. 

By law, companies are required to hold a certificate of public convenience from the PUC in order to transport property, passengers or household goods within the state.  Holding a certificate of public convenience ensures that the company has met all of the PUC’s safety and insurance standards.

The PUC’s Bureau of Transportation and Safety filed the complaint against David Watkins on Feb. 7, 2006, and recommended a fine of $2,000 for the violations.  Mr. Watkins had 20 days to respond to the complaint or the fine would be imposed.  The PUC did not receive a response during that time.
