PUC Fines Allegheny County Limousine Company $1,750 for Violations

HARRISBURG—The Pennsylvania Public Utility Commission (PUC) today fined John Finnegan Limousine of Millvale, Allegheny County, $1,750 for various violations. 

            John Finnegan Limousine was fined $500 for providing service without requiring advanced reservations for service on two occasions.   Limousines operating within Pennsylvania must be licensed by the Public Utility Commission, maintain adequate insurance coverage and adhere to the Commission’s vehicle safety regulations. Unlike taxicabs, limousines provide transportation by advance reservation within points in Pennsylvania.

           When questioned by a Commission authority, John Finnegan Limousine provided falsified documentation to obscure that advance reservations had not been made, resulting in a $1,000 fine.

            The company also was fined $250 for failing to provide safe and reasonable service by charging customers an amount above the approved tariff rate.

            The PUC’s Bureau of Transportation and Safety filed the complaint against the John Finnegan Limousine on Feb. 16, 2006, and recommended the fine of $1,750 for the violations.  The company had 20 days to respond to the complaint or the fine would be imposed.  The PUC did not receive a response during that time.
