PUC Fines Clearfield County Man $2,000 for Violations

HARRISBURG—The Pennsylvania Public Utility Commission (PUC) today fined Larry Kitchen of Westover, Clearfield County, $2,000 for providing service without Commission approval.
The fine is a result of Kitchen permitting his drivers to transport property for compensation, while not holding a certificate of public convenience.
By law, companies are required to hold a certificate of public convenience from the PUC in order to transport property, passengers or household goods within the state. Holding a certificate of public convenience ensures that the company has met all of the PUC’s safety and insurance standards.
The PUC’s Bureau of Transportation and Safety filed the complaint against Kitchen on Oct. 19, 2006, and recommended the fine of $2,000 for the violations. Kitchen had 20 days to respond to the complaint or the fine would be imposed. The PUC did not receive a response during that time.
