PUC Fines Pittsburgh Limousine Company $3,000 for Violations

Published on 9/13/2007

HARRISBURG –The Pennsylvania Public Utility Commission (PUC) today fined Costanza’s Chauffeur Service of Pittsburgh $3,000 for offering to provide service without Commission approval.

The company advertised in the 2006 and 2007 Verizon Yellow Pages as a company that would provide service for compensation. On Oct. 30, 2006, the company also held itself out to Commission enforcement offices to provide service for compensation while not then holding a certificate of public convenience.

On June 13, 2007, the Commission’s Bureau of Transportation and Safety filed a complaint alleging that the company transported persons in a limousine without a certificate of public convenience. By law, companies are required to hold a certificate of public convenience from the PUC in order to transport property, passengers or household goods within the state. Holding a certificate of public convenience ensures that the company has met all of the PUC’s safety and insurance standards.

The company had 20 days to respond to respond to the complaint or the recommended fine of $3,000 would be imposed. The PUC did not receive a response during that time. The company is also ordered to cease and desist from all further violations of the Public Utility Code or Commission regulations.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
