PUC Appoints Robert Wilson as Director of Bureau of Fixed Utility Services

HARRISBURG -- The Pennsylvania Public Utility Commission (PUC) today announced the appointment of Robert F. Wilson of Cumberland County as the Director of the Bureau of Fixed Utility Services (FUS).

Currently serving as Manager of Finance and Tariffs in FUS, Wilson replaces Director Robert A. Rosenthal, who is retiring.  Wilson’s appointment is effective on Oct. 27.

“During his nearly 30 years of service at the Commission, Bob has been a key adviser to the Commission, as well as other state officials, on important public utility matters,” Chairman Wendell F. Holland said.  “He has represented our Commission well in discussions with our peers from the regulatory agencies of other states and nations, and in working groups with representatives from nearly every fixed utility in Pennsylvania.  He will make an excellent Director of a very important PUC Bureau.”

Since 1978, Wilson has served various roles in FUS, and previously worked in the PUC Bureau of Rates and the Office of Special Assistants.  His responsibilities have included management of financial and regulatory accounting and reporting, taxation, cost of capital, securities, mergers and tariffs, as well as issues related to the regulation and restructuring of the electric, natural gas and telecommunications industries.

Wilson is a Certified Public Accountant with extensive experience in financial and regulatory accounting and federal and state tax law.  He is a past Chairman of the Pennsylvania Institute of Certified Public Accountants State Committee for Members in Business, Government and Education.  He has served on the Pennsylvania Institute of Certified Public Accountants State Committee for Legislative Affairs and the American Institute of Certified Public Accountants Government Committee.

Wilson previously worked as an auditor and revenue agent with the Internal Revenue Service and as an auditor/tax specialist with international CPA firm Laventhol and Horwath.

Wilson received his bachelor of science degree in business administration from King’s College, and his master in business administration degree from Penn State.

Wilson currently lives in East Pennsboro Township.

The Bureau of Fixed Utility Services advises the PUC on technical issues related to energy, telecommunications and water/wastewater; offers policy recommendations on rates, tariffs and regulatory matters; processes fixed utility applications for PUC authority; and coordinates emergency operations of utilities.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
