PUC Approves Expansion of Low-Income Programs for UGI Penn, UGI Utilities

HARRISBURG – As cold weather grips the state, the Pennsylvania Public Utility Commission (PUC) today approved a plan for UGI Penn Natural Gas and UGI Utilities – Electric and Gas Divisions to expand low-income programs in order to accommodate more customers.

The Commission voted 5-0 to allow the companies to increase enrollment in their Customer Assistance Programs (CAPs) and make changes to the funding mechanisms.

UGI Penn will expand its CAP from 5,000 to 6,000 customers. The increase in permitted enrollment will result in a CAP rider on residential bills of $.019/kwh.

UGI Electric will expand its CAP from 1,100 to 2,500 customers. The increase in permitted enrollment will result in a CAP rider on residential bills of $.0018/kwh. The plan also increases the benefits to CAP customers by raising the maximum discount they can receive from $840 to $1,200 for heating customers. The maximum discount for non-heating customers will increase from $300 ($500 for non-heating but electric water heating customers) to $700.

UGI Gas will expand its Low Income Self-Help Program (LISHP) from 8,000 to 10,000 customers. LISHP is considered a CAP under PUC policy. The increase in permitted enrollment will result in an increase in its LISHP rider on residential bills of $.02/Mcf.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
