PUC OKs PPL Transmission Line, Substation in Bucks and Lehigh Counties

Published on 7/23/2009

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today approved the siting and construction of a PPL Electric Utilities Corp. (PPL) transmission line and substation in Bucks and Lehigh counties. After a series of public input and evidentiary hearings, it was determined that construction of the line is necessary and proper to assure continued reliable provision of electric service.

The Commission voted 5-0 to accept the recommended decision from the administrative law judge, approving the 7.09 mile transmission line in Upper Saucon Township, Lehigh County and Springfield and Richland townships, Bucks County.  As part of the decision, the Commission also approved a petition filed by PPL to construct a substation in Springfield Township.

On Feb. 14, 2008, PPL filed an application for approval to site, construct and operate the proposed transmission line in Upper Saucon Township, Lehigh County, and Springfield and Richland townships in Bucks County.  When an application of this nature is received, the Commission is required to hold hearings to consider the necessity, safety and environmental impact of the proposed line.  In July 2008, the Commission held four public input hearings to receive public comment on the application in Richlandtown and Springtown.

The Commission considered a variety of issues including the need for the proposed line, risk of danger to the health and safety of the public, compliance with applicable statutes and regulations providing for the protection of natural resources, and minimal adverse environmental impact.  More information on the PUC’s role in transmission line siting can be found on the PUC’s website.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
