PUC Releases Report, Implementation Plan on Management Efficiency Investigation of Superior Water Co.

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today released the report and implementation plan resulting from its management efficiency investigation (MEI) of Superior Water Co.

The Commission voted 4-0 to make public the report, which found that the company had implemented five of 10 previous management audit recommendations that were reviewed. The company also had taken action on the remaining five recommendations.

Some of the improvements include that:

  • An independent member has been added to the company’s board of directors;
  • Procedures have been documented for inspecting and testing backflow prevention devices;
  • The company is conducting customer satisfaction surveys; and
  • A management succession plan has been developed.

The Commission also identified seven further improvement opportunities for the company including:

  • Obtaining and maintaining written cost justification for ongoing professional services;
  • Adhering to its internal revenue adjustment control procedures;
  • Developing a multi-year capital budget listing ongoing and proposed capital projects;
  • Striving to more fully develop its drought contingency plan; and
  • Complying with PUC regulations regarding public utility security planning and readiness including filing self-certification forms with the Commission annually.

The company indicated it would implement six of the follow-up recommendations and partially accepted the remaining recommendation.

The company provides service to approximately 2,700 customers in portions of Berks, Chester and Montgomery counties. 

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
