PUC to Oversee Motor Carriers Previously Licensed by Allegheny County Port Authority

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today implemented Act 61 of 2012, which transfers oversight of all passenger transportation within Allegheny County from the Port Authority to the Commission. 

The Commission voted 5-0 to implement Act 61 of 2012, which was signed into law on June 13, 2012.

Act 61 becomes effective Sept. 11, 2012, and provides that the Commission has sole and exclusive jurisdiction over passenger transportation service provided in Allegheny County.  Prior to Act 61, the Commission’s jurisdiction was limited to taxicabs, school buses and limousines.

The Commission’s jurisdiction is expanded to include contract carriers and common carriers providing service such as scheduled route service, call or demand service, group and party service, limousine service, airport transfer service and experimental service.

Carriers currently authorized by the Port Authority to provide passenger transportation within Allegheny County will retain their authority through the Commission.  Those carriers will now be subject to Commission rules and regulations, including safety, operational, insurance and tariff requirements.  Affected carriers must provide proof of insurance in addition to filing a tariff.  For other companies wishing to provide service within Allegheny County that are not currently authorized to do so by either the Port Authority or the Commission, those carriers must file an application for authority with the Commission.
