PUC Appoints Dennis Hosler as Director of Bureau of Audits

HARRISBURG -- The Pennsylvania Public Utility Commission (PUC) today announced the appointment of Dennis P. Hosler of Dauphin County as the director of the Bureau of Audits.

Currently serving as Public Utility Audit Manager in Audits, Hosler replaces Director M. Carl Lesney, who is retiring.  Hosler’s appointment was effective June 12, 2013. 

“During his 30-plus years of service at the Commission, Dennis has been an integral part of the Commission's financial team and has been tasked with many comprehensive responsibilities,” said PUC Chairman Robert F. Powelson.  “His knowledge of utility issues and management operations will suit him well in his new position.”

Since 1981, Hosler has served various roles in at the Commission, and previously worked in the former PUC Bureau of Rates and the Office of Trial Staff.  His responsibilities have included review and analysis of utility financial data, testifying at hearings on proposed rate adjustments, and planning, organizing and directing audit teams. 

Hosler received his Bachelor of Science degree in accounting from Elizabethtown College, and is also a certified public accountant. Hosler currently lives in Harrisburg. 

The Bureau of Audits performs financial, management, operational and specialized audits on electric, natural gas, steam heat, wastewater, water and telecommunications utilities.  It also reviews certain adjustment clause rate filings and 1307(e) reconciliation statements.  The Bureau also conducts a limited number of reviews of the annual assessment reports for transportation companies.  The audits may result in recommendations to refund over-recovered costs and/or to improve accounting or operational procedures that, if adopted, may save the utilities, and therefore, consumers, money.  The Bureau is also responsible for adjusting the annual reconciliation statements for certain companies authorized to use the distribution system improvement charge.
