PUC Issues Final Rulemaking on Natural Gas Meter Locations for Comment

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today issued for comment a draft final rulemaking on the location of natural gas meters and service regulators, which would make state regulations more consistent with the federal regulations.

The Commission voted 5-0 to issue the advanced notice of final rulemaking for comment. The draft final rulemaking reflects comments received in response to a July 2011 proposed rulemaking. Interested parties have 30 days to comment on the regulations. Instructions on how to file comments are contained in the Commission’s Order.

The rulemaking issued for comment outlines acceptable natural gas meter and service regulator locations and sets guidelines for who pays for meter relocations. It also allows for meters to be located inside if the property is listed or eligible for the national register of historical places or designated as historical under the state Historic District Act, Municipalities Planning Code or Municipal Home Rule Charter.

The change in the regulations was prompted after the Commission instituted an investigation into the issue of gas meter placement and relocation.  As a result, the Commission determined that its existing regulations are vague, inadequate and out-of-date with respect to the federal standards which the PUC has adopted. 

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities; ensures safe and reliable utility service at reasonable rates; protects the public interest; educates consumers to make independent and informed utility choices; furthers economic development; and fosters new technologies and competitive markets in an environmentally sound manner.
