HARRISBURG - The Pennsylvania Public Utility Commission (PUC) today approved a settlement for a lower rate increase than originally requested by the City of DuBois Bureau of Water (City), for customers living outside the city limits, but who receive water service from the city.

The Commission voted 5-0 to approve an annual increase in rates of $287,794 (57.1 percent).  The settlement was reached among the City, the Commission’s Bureau of Investigation and Enforcement, the Office of Consumer Advocate, the Office of Small Business Advocate, Sandy Township and Richard Castonguay.  The City’s original proposal included an annual increase in rates of $490,734 (97.3 percent).

As part of the settlement, the annual bill for a residential consumer purchasing 12,000 gallons of water from the City each quarter will increase by $94.20, from $225 to $319.20 (41.9 percent).  Under the City’s original proposal, the total annual cost for a typical residential customer who purchases 12,000 gallons of water from the City each quarter would have increased $226.20 from $225 to $451.20 (100.5 percent).

The City of DuBois Bureau of Water provides water service to approximately 690 customers in Clearfield County, who reside outside the City’s limits. The City also provides water service to 3,802 customers located inside the city’s limits, who are not subject to Commission jurisdiction.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities; ensures safe and reliable utility service at reasonable rates; protects the public interest; educates consumers to make independent and informed utility choices; furthers economic development; and fosters new technologies and competitive markets in an environmentally sound manner.
