PUC Audit Makes Management Recommendations to York Water Co.

HARRISBURG –The Pennsylvania Public Utility Commission (PUC) today released a report on the Focused Management and Operations Audit of York Water Co.

The Commission voted 5-0 to make the audit report and the company’s Implementation Plan public. The Focused Management and Operations Audit analyzed and evaluated management performance in nine functional areas. The audit was conducted by the PUC’s Bureau of Audits Staff.

The audit report makes 16 recommendations to the company for improvement. The Company indicated acceptance of 15 recommendations in its Implementation Plan and partial acceptance of one.

The audit recommendations that York Water accepted or partially accepted include:

  • Strive to achieve industry average or better Occupation Safety and Health Administration incidence rates.
  • Reduce manual operating aspects of the Human Resource function by fully utilizing the capabilities of the Human Resource Information System. 
  • Classify designated emergency stock in the Inventory Management System.
  • Establish inventory reorder points and formalize the use of minimum/maximum levels in the Inventory Management System. 
  • Implement a cycle counting procedure and reduce inventory count variances.
  • Develop a comprehensive damage prevention program. 
  • Update the cross connection control program manual and incorporate administrative controls to ensure testing for commercial and industrial customer backflow devices is completed. 
  • Develop an electronic meter record database and a meter testing policy and/or procedure. 
  • Implement cross-subsidization safeguards between the Water Service Line Protection Program (WSLPP) and regulated utility service by maintaining separate accounts, allocating all expenses, and including additional language in WSLPP’s disclaimer.
  • Perform periodic customer satisfaction surveys.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities; ensures safe and reliable utility service at reasonable rates; protects the public interest; educates consumers to make independent and informed utility choices; furthers economic development; and fosters new technologies and competitive markets in an environmentally sound manner.
