PUC Fines Transportation Companies for Failure to Pay Assessment Balances

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today voted to fine three transportation companies for failure to file assessment reports demonstrating their gross intrastate operating revenues and/or for failure to pay required assessment amounts for various fiscal and calendar years between 2011 and 2014.

The Commission voted 5-0 to order that all three companies pay outstanding assessment balances and fines, and to revoke their certificates, prohibiting them from operating in Pennsylvania, if they fail to make the required payments. 

Transportation operators who face fines for failing to pay assessments and/or file assessment reports include: 

• Morgan Coach and Tours LLC (Allegheny County)
• Concord Coach USA Inc. (Montgomery County)
• Ground Courier Inc. (Montgomery County) 

Under the Public Utility Code, the Commission is funded by assessments of regulated utilities. The Code also authorizes the Commission to impose civil penalties on utilities for violations of the Public Utility Code and PUC regulations. 

The companies subject to today’s actions failed to respond to the PUC’s requests to bring their assessment reports up-to-date and in line with the Public Utility Code.
