PUC Fines 16 Companies for Failure to Pay Assessment Balances

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today voted to fine 15 transportation companies and one wastewater company for failure to pay assessments and/or file an assessment report demonstrating their gross intrastate operating revenues for various calendar and fiscal years from 2011 through 2013-14.

The Commission voted unanimously to fine all 16 companies and revoke their certificates, prohibiting them from operating in Pennsylvania, if they fail to pay the fine and file reports for the years in which they failed to file.

Transportation operators who face fines for failing to pay assessments and/or file assessment reports include:

  • Transline Trucking LTD (Lancaster County)
  • ETC Logistics LLC (Geauga County, Ohio)
  • James & John Limousine Service Inc. t/a James Limousine Service (Camden County, N.J.)
  • Jesse Zumstein t/a J & M Transport (Blair County)
  • Mobility Professionals Inc. t/a Vans-2-Go (Bucks County)
  • MJR Messenger Inc. (Bucks County)
  • Edelen and Boyer Co. (Montgomery County)
  • A.J. Izzo Trucking Inc. (Luzerne County)
  • Posten Transportation Inc. (Northampton County, Va.)
  • Summit Logistics Services Inc. (Knox County, Tn.)
  • D & J Cappelli Inc. (Delaware County)
  • Posten Taxi Inc. (Northampton County, Va.)
  • Yellow 2000 of Philadelphia Inc. (Philadelphia County)
  • XLNT Collision LLC t/a D Laughlin Road Service (Erie County)
  • Heather Noumeh t/a Royal Limousine Service (Lehigh County)


One wastewater company, Deer Haven LLP (Pike County), faces fines for failing to pay assessments and/or file assessment reports.

 Under the Public Utility Code, the Commission is funded by assessments of regulated utilities. The Code also authorizes the Commission to impose civil penalties on utilities for violations of the Public Utility Code and PUC regulations. The companies subject to today’s actions failed to respond to the PUC’s requests to bring their assessment reports up-to-date and in line with the Public Utility Code.
