The PA Public Utility Commission manages an eFiling system to allow consumers, utilities and attorneys to conduct certain tasks electronically. The process is more efficient than filing paper documents and eliminates the need for delivery services, especially for time-sensitive filings.

Notice for Electric Suppliers

Suppliers should send their electric choice annual or quarterly reports by overnight delivery to the Commission’s street address (not the post office box):

Important Notice

The Commission is open for business at its offices in Harrisburg and the public can be admitted to the Commission's offices on the 2nd floor of the Commonwealth Keystone Building.

It is strongly recommended that you call the Secretary’s Bureau at (717) 772-7777 to make an appointment before arriving.  Some employees are still working remotely and may not be available to meet with you when you arrive. If you visit the Commission without an appointment, you may have to wait until staff can meet with you.

The Commission’s Emergency Order at M-2020-3019362 expired on September 30, 2021.  Therefore, emailed and faxed submissions are no longer acceptable, and all filers are strongly encouraged to open and use an eFiling account through our website.  The account is free of charge.

Filings that CANNOT be eFiled
There are certain filings that cannot be eFiled, such as filings containing confidential or proprietary material. They must be submitted to the Secretary by overnight delivery, priority, or certified mail to allow tracking of your filing. These filings can no longer be submitted to Secretary Chiavetta by email. 

Filings containing confidential and proprietary material can also be submitted through a secured Share Point file. You must call the Secretary's Bureau for pre-approval before submission.

Confidential Security Information (CSI)
If you are submitting Confidential Security Information (CSI), it CANNOT be emailed. Overnight delivery is still the most acceptable method to file CSI, but we will make arrangements for hand delivery to the Commission under extraordinary circumstances.

Appeals from Informal Complaint decisions served by the Bureau of Consumer Services (BCS)

Under 52 Pa. Code Section 56.172, a complainant that wants to appeal a BCS decision must file a Notice of Intent to Appeal within 20 days of the date of the decision’s issuance.  You must send the appeal form timely to the Secretary or you lose your right to appeal.  The Secretary will then send you a formal complaint form to complete the appeal process.  You now have 30 days from the date the Secretary sends you the form to file a completed and signed formal complaint with the Secretary in order to successfully appeal the BCS decision.

To send your completed appeal form – use one of three ways:

eFiled documents have a file size limit of 100 megabytes (MB). Check out eFiling Subscriptions for instructions on why and how to sign up for eFiling. Register for Your eFiling Account

In order to electronically file documents with the Commission, you will first need to create an eFiling user account. If you have not yet created an eFiling user account, you can create an individual account or a corporate account at any time. When registering, you will need to provide your name, the party you represent, mailing address and email address.

Filing Paper Documents

If you do NOT have the capability to open and use an eFiling account, you may file paper documents with the Secretary of the Commission. Filing of paper documents must be sent by overnight delivery to:

It is important that you retain the tracking information as proof of submission because during the pandemic emergency, the Commission has limited access to mail delivery.
