Interconnected VoIP Providers’ Requests for PA Numbering Resources
On June 22, 2015, the Federal Communications Commission (FCC) released the Direct Access Report and Order establishing a process by which the FCC will authorize interconnected Voice over Internet Protocol (VoIP) providers to obtain telephone numbers directly from the Numbering Administrators, rather than through intermediaries. In order to obtain such numbering authorization, interested interconnected VoIP providers must file a Numbering Authorization Applications with the FCC for review and approval. Once an interconnected VoIP provider’s Numbering Authorization Application is deemed granted by the FCC, the applicant can immediately provide states from which it intends to request numbers the required thirty (30)-days’ notice.
Below is a template of the 30-days’ notice form that VoIP providers seeking telephone numbers in Pennsylvania must submit to the Commission. Also, the Commission has provided a link to various orders regarding the PA-specific numbering guidelines and number conservation rules that VoIP providers seeking telephone numbers in Pennsylvania must comply with.

Complete the 30-day notice form titled: Numbering Resource 30-day Notification for Interconnected VoIP Providers.
File the form with the Secretary’s Bureau by eFiling or mail. VoIP Providers MUST ALSO send a copy to the PUC at this email.
VoIP Providers must contact the 911 coordinators and inform them that they will be providing service in their area.
The PUC will send an email response to confirm receipt of the 30-day notice.
The Commission will review the 30-day notice and upon completing its review shall issue a Secretarial Letter which evidences our official response to the interconnected VoIP provider regarding the 30-day notification
