This position is responsible for work assignments to develop
proficiency in the enforcement of the Public Utility Commission Law and gas
safety rules and regulations of the PUC and the Office of Pipeline Safety of
the U. S. Department of Transportation, as they apply to the gas utilities
under the jurisdiction of the PUC.
Participates in the investigation, analysis and determination of potential
gas safety violations related to gas explosions, fires and reportable
accidents.
Drafts recommendations to the Supervisor which suggest action to eliminate
occurrences of reportable incidents.
Prepares and submits accurate reports to the Supervisor.
Investigates the annual safety inspection of inspection units as assigned by
the Supervisor.
Prepares reports of all violations of state and federal regulations ascertained
through inspections and/or investigations. Uses the appropriate report for
each inspection/investigation.
Drafts the suggested letter to the Supervisor citing utility for each
violation.
Participates in the investigation and evaluation of DEFACTO Gas Companies for
possible certification.
Attends and completes pipeline safety training courses at the Transportation
Safety Institute (Oklahoma City, Oklahoma) as assigned.
Develops and maintains a working knowledge of all federal and state gas safety
regulations, including subsequent amendments and revisions, as related to the
design, installation, operation and maintenance of gas pipeline systems as
applied to gas utilities.
Attends and completes all training related to pipeline safety; to include but
not limited to cathodic protection, leak investigation, accident
investigation, drug enforcement, pressure regulation, overpressure
protection, welding and plastic fusion, as assigned.
Assists with the investigation, analysis and resolution of consumer
complaints related to gas safety issues.
Prepares accident reports for supervisory review.
Prepares recommendations for corrective action to be taken by operators to
correct identified violations.
Assists in the audit of utility operator's system of record to determine if
leak complaints have been investigated and corrected in a timely manner.
Participates in field inspections at construction sites and at explosion
sites.
Participates in field surveys such as leakage, electrical and odor tests as
necessary.
Attends seminars and safety programs with gas utilities as assigned.
Participates in meetings with local and state law enforcement personnel such
as state fire marshals, district attorneys, fire chiefs and police chiefs to
determine the cause of accidents. Participates in meetings/ seminars with
other government agencies ( e.g. Federal Office of Pipeline Safety, National
Transportation Safety Board, State Police Fire Marshal, Department of
Environmental Protection and Department of Labor and Industry on pipeline
related matters.
Participates in meetings with legal staff of the Commission in preparation of
formal orders, changes in regulatory rules and suggested adoption of federal
regulations.
Assists with technical studies and the preparation of reports and testimony
for submission to other bureaus.
Participates in the inspection of district pressure stations using the
principles of design and operation of pressure regulators and overpressure
protection. Develops a working knowledge of design principles of test
pressure, maximum allowable operating pressure (MAOP) and minimum operating
pressure to analyze pipeline pressure for the purpose of identifying pressure
violations within a system.
Through targeted work assignments and training, develops an understanding of
design, construction, operation and maintenance of Liquefied Natural Gas
facilities required to interpret and enforce federal and PUC regulations
pertaining to such facilities.
Participates in the analysis required to determine safety violations
resulting from or leading to natural gas explosions and fires. As proficiency
is gained, recommends methods and/or practices to eliminate recurrences.
Assists with the analysis of cathodic protection systems and related operator
reports to identify areas of noncompliance.
Participates in meetings with the Bureau's fixed utility legal staff to
discuss noncompliance issues related to Commission orders, show cause orders
and formal and informal investigations. As proficiency in independent completion
of duties progresses, may be called upon to testify as an expert witness in
cases involving violation of gas safety and other pipeline operations.
Provides depositions as related to operator's actions.
Analyze and evaluate a gas operator's methods and procedures as related to
the operator's compliance with federal and/or PUC gas pipeline safety
regulations.
Evaluate plastic fusion joints on plastic gas pipe and in the certification
procedures for plastic fusions.
Evaluate welded joints on steel gas pipeline and in the certification
procedures for welders.
Review and analyze gas operator's emergency plans related to the operator's
response to gas emergencies and possible omissions which may be indicative of
a regulatory violation.
Evaluate/review of the operator's anti-drug and alcohol misuse prevention
plans to determine regulatory compliance. Assists with the review and
evaluation of the operator's drug collection site and the medical review
officer's performance as it relates to federal anti-drug program regulations
Review the operator's operation and maintenance plans to determine regulatory
compliance and identify violations.
Participates in the detection of gas safety hazards, the identification of
violations and the recommendation of appropriate corrective action.
Develops proficiency in the use of the following equipment/ tools/ methods
used regularly in the performance of job duties: Combustible Gas Indicator
(CGI,) Flame Ionization Leak Detector, Gas Odorant, 35 mm or digital camera,
multi-meter corrosion testing, pry bar (up to 25 lbs.)
Reviews and evaluate gas pipeline drawings, charts, maps and reports to gain
proficiency in the understanding and utilization of such documents in the
performance of gas utility regulation duties.
Responds to emergency assignments outside of established working hours as
directed.
