Provides professional analytical work in the preparation,
review, and analysis of fiscal information for the PUC, Assessment Section to
ensure its operations are conducted efficiently, accurately, effectively and
within defined regulations including state and federal laws.
Assist in the preparation and verification of the data used for
utility reporting and billings. This includes being familiar with
deadlines written in law that must be followed.
Assist in the review of the accuracy of the revenue entered in the assessment
system. This includes assisting in the review of revenue reports submitted by
approximately 8,000 companies under the Commission's jurisdiction.
Assist in preparation of the calculation of estimated revenue for non-revenue
reporting companies for both transportation and fixed utilities.
Assist in the verification of the accuracy of the assessment factors
calculated for all the utility types under the Commission's jurisdiction.
Assist with the preparation and the accuracy of the utility billing
information to internally produce approximately 4,000 utility invoices; this
includes printing and mailing oversight.
Assist in the verification that the completed invoices are accurately
prepared for mailing by insuring that all applicable invoices are sent
certified. Maintain logs of certified mail information and review
e-filed signatures to ensure customer receipt.
Assist with the collection of funds, recording of adjustments and the
reconciliation to the General Ledger in SAP of assessment revenue for the
Public Utility Commission, the Office of the Consumer Advocate and the Office
of the Small Business Advocate. This includes the reconciliation
of the SAP accounts receivable to our internal assessment data base.
Participate in the resolution of objections to annual assessments. This
includes requesting data that will verify position stated in the objection
and presenting expert testimony in objection cases that are heard by an
Administrative Law Judge, when required.
Assist with the preparation of the initial list of companies for which
complaints are to be issued by the Bureau of Investigation and Enforcement
for failure to report revenue and/or failure to pay assessments.
Assist with the maintenance of the accuracy of the Commission data base of
approximately 8,000 utilities.
Assist with the accuracy of the calculated assessment to ensure that the
individual assessment invoices will recover the correct total assessment for
the approved fiscal year budgets for all three entities, PUC, OCA and SBA, as
approved by the Commission and the Legislature.
Assist with the preparation of dunning letters for invoices that are past due
more than 30 days as a reminder courtesy to utilities.

One year as
a Financial Programs Trainee;
One year of
experience in paraprofessional fiscal administration work, and a bachelor's
degree in business administration, accounting, finance, economics, or a
equivalent combination of experience and training.
