THE POSITION:

DESCRIPTION OF WORK:

This is an accounting/auditing position within a professional accounting, financial management, and engineering organization that performs financial audits, management efficiency reviews or audits, and financial and operational analysis.  The person in this position has a knowledge of accounting and auditing standards and administrative/technical knowledge, which enables the employee to engage in audits of public utility companies.  The types of audits generally include adjustment clause, compliance, continuing property records, operational and management audits (MAs), management efficiency investigations (MEIs), and other projects conducted utilizing established guidelines or audit programs.  This individual may function as the sole auditor during the conduct of smaller utility audits or as a part of an audit team on larger utility audits.  Performing these audits may require travel (including overnight travel).
 
Specific duties include:
 
Researching available utility background information (PUC Annual Report, approved tariffs, Section 1307 and other utility rate filings, independent auditor's reports and working papers, prior PUC audit reports, and financial and market data from various sources) and assisting in preparation of a preliminary work plan which identifies specific objectives, work steps, budgets and estimated times of completion.         
 
            Planning, organizing, and conducting interviews at all levels of an organization.
 
Reviewing and verifying information supplied by the utility by reference to appropriate source documents. 
 
Analyzing general ledger accounts and performing tests of utility systems and procedures.
 
Observing utility operations to determine if they are conducted in accordance with written company policy and
that they achieve the desired results.
 
Developing, preparing and presenting testimony in formal hearings, as needed.
 
Testing utilities' internal accounting and operational procedures and practices to determine if regulatory rules, regulations, and industry best practices are followed.
 
Preparing working papers according to guidelines and techniques of the Division.
Utilizing appropriate technical financial accounting or operations expertise while conducting audits or reviews
 
Reviewing, auditing and analyzing the management of utilities including the financial or operating aspects of
functions such as: board of directors, executive management, corporate planning, systems planning, human resources; and areas such as corporate governance practices, organization structure, management controls, and administrative procedures.
 
Reviewing, auditing and analyzing utility corporate and customer service functions.  This includes all aspects of such areas as: budget management and control, financial accounting, cost allocation procedures, internal auditing, management information systems, customer services, customer relations, purchasing, materials management, operations and maintenance, transportation management, productivity management systems, etc.
           
Assisting in and/or assuring completion of audits within budgets and according to generally accepted auditing standards.
 
Reviewing applicable tariffs and reviewing and updating permanent file data prior to audit in order to obtain information necessary to the conduct of the audit. 
 
Developing or modifying work plans and audit programs.  
 
Preparing financial audit reports consisting of financial data, background information, audit findings and recommendations presented in a clear manner for use and follow-up by appropriate personnel.  
 
Reading and understanding appropriate PUC directives, regulations, laws and guidelines and maintaining a working knowledge of generally accepted accounting principles (GAAP) and generally accepted auditing standards (GAAS), regulatory rules and regulations, and current business practices.
 
Reviewing annual and interim adjustment clause filings and preparing written narratives and recommendations regarding such filings for supervisory review.
           
Providing accounting and administrative advice to other audit team members.
           
Utilizing automated databases and computer software packages such as Microsoft Word, Excel, Outlook,
 SAP and InfoMAP, etc. to perform segments of required work.
 
Assuring completion of audits within budgets and according to acceptable auditing standards.
 
Gathering financial and market data from various sources to prepare exhibits and support findings and reports.
 
Performing related work and a variety of special projects as required.
 
Traveling to and from work assignments including overnight travel, as required.
 
Obtaining personal transportation to and from work assignments, as needed.
 
Carrying computer equipment, catalog case containing work papers, financial materials and other job related documents to vehicle from office or job site. 
 
Performing other audits and tasks as assigned. 

Essential Functions:
Knowledge of generally accepted accounting principles (GAAP).
 
Knowledge of generally accepted auditing standards (GAAS).
 
Knowledge of financial audit objectives, procedures, and practices.
 
Knowledge of operations audit techniques for the review of corporate records and utilized procedures.
 
Knowledge of the principles and practices of financial management.
 
Ability to assemble, analyze, and prepare reports and statements of financial data.
 
Ability to communicate complex ideas clearly and effectively, both orally and in writing.
 
Ability to establish and maintain effective working relationships with associates, superiors, representatives of utility companies, and the general public.
                       
Ability to utilize computers and various software programs such as Microsoft Word, Excel, Outlook, SAP and automated databases such as InfoMAP.
 
Ability to travel to and from work assignments including overnight travel.
 
Ability to obtain personal transportation to and from work assignments.      
 
Ability to carry computer equipment, catalog case containing work papers, financial and operational materials and other job related documents to vehicle from office or job site.
 
Ability to perform other tasks as assigned.

 

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:

One year as a Public Utility Auditor Trainee

or

Graduation from college with a bachelor's degree including or supplemented by a minimum of twenty-four credits in accounting, and one year of audit experience,

or

Registration as a Certified Public Accountant

or

Any equivalent combination of experience and training that includes 24 credits in accounting. One year of additional audit experience may be substituted for twelve of the twenty-four credits in accounting. A master degree in Business Administration, which includes twelve credits in accounting at the graduate and undergraduate level, may be substituted for the required twenty-four credits in accounting.

Be a resident of Pennsylvania.

Be eligible for selection in accordance with Civil Service rules.

Selection Criteria:

  1. Minimum experience and training required for the job.

Meritorious service; defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last due overall regular or probationary performance evaluation was higher than unsatisfactory or fails to meet standards.
  3. Seniority, defined as a minimum of one year(s) in the next lower class(es) by the posting closing date of 1/18/2018.
