Voluntary Electric Energy Efficiency and Conservation Programs

The implementation of electric energy efficiency and conservation (EE&C) measures can assist all electric customers in mitigating retail electric rate increases and ensure affordable and available electric service. Act 129 of 2008, P.L. 1592 (Act 129), established a robust and comprehensive energy efficiency and conservation program for the large electric distribution companies (EDCs) within this Commonwealth.

The Commission believes that customers served by small EDCs can also benefit from EE&C measures designed to help ensure affordable and available electric service. EDCs with fewer than 100,000 customers were exempted from the requirement to file an Act 129 EE&C plan. Consequently, in a Commission issued Secretarial Letter guidance was provided to small EDCs that concluded that such measures were in the interest of their customers and wished to submit an EE&C plan.

UGI Electric is not subject to the energy efficiency requirements of Act 129 because it has fewer than 100,000 customers. In response to the Secretarial Letter, UGI Electric filed a petition on Nov. 9, 2010 requesting approval of its voluntary Phase I EE&C Plan. The Plan portfolio has been evaluated using a Total Resource Cost test according to the guidelines established by the Commission.

Phase IV (June 1, 2024 - May 31, 2029)

On September 21, 2023 UGI Electric filed a petition for approval of its voluntary Phase IV EE&C Plan under Docket Number M-2023-3043230. On February 15, 2024 a joint petition for approval of settlement was filed. The voluntary Phase IV EE&C Plan was approved at Public Meeting held on March 14, 2024;  Recommended Decision and Secretarial Letter entered on March 14, 2024.

Phase III (June 1, 2019 - May 31, 2024)

On August 21, 2018 UGI Electric filed a petition for approval of the voluntary Phase III EE&C Plan under Docket Number M-2018-3004144. On January 31, 2019 a joint petition of settlement for approval was filed. Voluntary Phase III EE&C Plan approved at Public Meeting held on March 14, 2019; Order entered on March 14, 2019.

Phase II Extension (June 1, 2018 - May 31, 2019)

On March 22, 2017 UGI Electric filed a petition for approval to extend its voluntary Phase II EE&C Plan under Docket No. M-2015-2477174 by one year, until May 31, 2019 and to request that the company be authorized to move funding between programs within the same customer class based on customer participation. Voluntary Phase II EE&C Plan Extension approved at the Public Meeting of May 4, 2017; Opinion and Order entered on May 4, 2017.

Phase II (June 1, 2016 - May 31, 2018)

On April 21, 2016 UGI Electric filed a joint petition for approval of settlement of the voluntary Phase II EE&C Plan under Docket No. M-2015-2477174. Voluntary Phase II EE&C Plan approved at Public Meeting held on June 9, 2016; Order entered on June 9, 2016.

Phase I Extension (June 1, 2015 – May 31, 2016)

On April 9, 2015 UGI Electric filed a petition under Docket No. M-2010-2210316 for approval to continue the voluntary Phase I EE&C Plan until its Phase II Plan is approved. Voluntary Phase I EE&C Plan Extension approved at Public Meeting held on May 19, 2015; Opinion and Order entered on May 19, 2015.

On December 19, 2011 UGI Electric filed a petition for approval of the voluntary revised Phase I EE&C Plan under Docket No. M-2010-2210316. Voluntary revised Phase I EE&C Plan approved at Public Meeting held on March15, 2012; Opinion and Order entered on March 16, 2012.

On November 9, 2010 UGI Electric filed a petition for approval of the voluntary Phase I EE&C Plan under Docket No. M-2010-2210316. Voluntary Phase I EE&C Plan approved at Public Meeting held on October 14, 2011; Opinion and Order entered on October 19, 2011.
