Voluntary Natural Gas EE&C Programs

Natural gas is an abundant resource and an important component of the Pennsylvania economy. In 2014, Pennsylvania had the most proven reserves of shale gas in the country, driven by the development of the Marcellus Shale. As natural gas has continued to grow in importance as a fuel source, natural gas energy efficiency programs have also shown steady growth.

As the energy market is becoming increasingly customer driven, utilities around the country are responding by offering energy efficiency and conservation (EE&C) programs. For natural gas companies, the opportunity to invest in helping customers save money, increase comfort, and reduce the impact they have on the environment is now a crucial component of joining the next generation of energy utilities and benefiting the communities that they serve.

Natural gas distribution companies are not subject to the requirements of Act 129 of 2008 and are therefore not mandated to enact an Energy Efficiency and Conservation (EE&C) Plan. Visit the Act 129 website for more information on how electric distribution companies with at least 100,000 customers are directed to develop and file energy efficiency and conservation plans. 

Philadelphia Gas Works

On 11/14/2008, combined with an extraordinary or emergency rate relief petition, Philadelphia Gas Works proposed to file a comprehensive conservation and energy efficiency plan to help its customers to deal with the rising cost of energy. Residential and commercial customers are provided assistance to take cost effective steps to reduce their natural gas usage and thereby reduce their natural gas bills in a material way.

The company’s rate relief petition was approved by the Commission on Dec. 19, 2008 under Docket No. R-2008-2073938 and Philadelphia Gas Works was ordered to file an Energy Conservation and Demand-Side Management Plan.

In accordance with that order, Philadelphia Gas Works filed its Phase I Energy Conservation and Demand-Side Management Plan under Docket No. P-2009-2097639.

Phase III Extension 

(September 1, 2023 - August 31, 2024)

On July 27, 2023, Philadelphia Gas Works submitted a letter requesting that it be allowed to delay its Phase IV DSM Plan and instead maintain its current effective Phase III DSM Plan until it receives approval to implement the Phase IV DSM Plan under Docket No. P-2014-2459362. Order entered on August 18, 2023.

Phase III 

(September 1, 2020 - August 31, 2023)

On May 7, 2020, Philadelphia Gas Works filed a Petition for Approval to continue its Phase II DSM Plan under Docket No. P-2014-2459362 for three years.  On March 2, 2021, all parties involved confirmed that they had entered into a settlement agreement. The Phase III DSM Plan, as modified by the terms and conditions of the settlement agreement, was approved.  From the Public Meeting held on May 6, 2021; Opinion and Order entered on May 6, 2021.

Phase II

(September 1, 2016 - August 31, 2020)

On Dec. 23, 2014, Philadelphia Gas Works filed a Petition for Approval of the DSM Phase II Plan under Docket No. P-2014-2459362. From the Public Meeting held on Nov. 6, 2016, Opinion and Order entered on Nov. 1,2016.

Phase I Extension

(September 1, 2015 - August 31, 2016)

On April 10, 2015, Philadelphia Gas Works filed a Petition for Approval for a temporary extension of the initial DSM Phase I Plan under Docket No. P-2009-2097639, until Phase II would be approved. From the Public Meeting held on May 7, 2015; Opinion and Order entered on May 7, 2015.

Phase I

(September 1, 2010 - August 31, 2015)

On May 12, 2010, all parties involved confirmed that they had entered into a Joint Settlement Agreement. From the Public Meeting held on July 29, 2010; Opinion and Ordered on July 29, 2010.

By Order entered on February 11, 2010 the Commission granted the motion under Docket No. P-2009-2097639 and consolidated Philadelphia Gas Works’ petition for approval of its DSM Plan with its request to increase base rates under Docket No. R-2009-2139884.

Also, on December 18, 2009, Philadelphia Gas Works filed a motion to consolidate its petition for approval of its revised Energy Conservation and Demand-Side Management Plan (DSM Plan) with its request to increase base rates. The DSM Plan was initially filed on March 26, 2009, subsequently withdrawn, and resubmitted on April 20, 2009, under Docket No. P-2009-2097639. The revised five-year DSM Plan was also filed in response to the Extraordinary Rate Order.

On December 18, 2009, Philadelphia Gas Works filed a general rate case under Docket No. R-2009-2139884. This rate case was filed in compliance with Commission order entered on December 19, 2008 under Docket No. R-2008-2073938 (Extraordinary Rate Order).

UGI Utilities Inc. - Gas Division

UGI Utilities filed a voluntary Consolidated EE&C Plan that merged two previously approved EE&C Plans for UGI South (formerly UGI Gas) at Docket Number R-2015-2518438 and UGI North (formerly UGI Penn Natural Gas) at Docket Number R-2016-2580030 and it also extended the Plan to include UGI Central (formerly UGI Central Penn Gas).  The Plan portfolio was developed using the guiding principles of the Commission’s Act 129 Phase III Implementation Order and utilizes the same types of programs, the Technical Reference Manual (TRM) and Total Resource Cost (TRC) test that were used for the UGI South and North EE&C Plans.

Phase I Extension

(October 1, 2024 - September 30, 2025)

On February 7, 2024, UGI Utilities filed a Petition for Approval to extend their Phase I EE&C Plan for a period of one year under Docket No. R-2018-3006814, to allow additional time for a thorough review of the forthcoming Phase II EE&C Plan Petition.  From the Public Meeting held on March 14, 2024; Opinion and Order entered on March 14, 2024.

Phase I

(October 1, 2019 - September 30, 2024)

On January 28, 2019, incorporated in a general rate increase petition, UGI Utilities filed a voluntary Phase I Consolidated EE&C Plan for approval under Docket Number R-2018-3006814. The Consolidated Plan was designed to maintain continuity for customers in the northern and southern districts and to include customers in the central district.  On July 22, 2019, all parties involved confirmed that they had entered into a settlement agreement.  The voluntary Phase I Consolidated EE&C Plan, as modified by the terms and conditions of the settlement agreement, was approved at Public Meeting held on September 19, 2019; Order entered on October 4, 2019.

Columbia Gas of Pennsylvania

Included in a general rate increase petition, Columbia Gas of PA filed a voluntary EE&C Plan for approval under Docket Number R-2022-3031211.  On September 2, 2022, all parties involved confirmed that they had entered into a partial settlement agreement.  The three-year residential EE&C Plan, as modified by the terms and conditions of the partial settlement agreement, was approved on December 8, 2022.  The Plan builds on other voluntary EE&C Plans offered by natural gas distribution companies serving Pennsylvania, and specifically targets residential customers.  Columbia Gas, to maintain consistency with existing natural gas efficiency programs, will utilize a Technical Reference Manual (TRM) based on the most recent version of the UGI Gas, Inc. TRM and Columbia Gas VA’s experience with its online audit program.  The cost-effectiveness results reported in the Plan followed standard industry practices for utilizing the Technical Resource Cost (TRC) Test for cost effectiveness. The TRC Test methodology used is similar to that used by other natural gas distribution companies serving Pennsylvania that offer energy efficiency programs, and by the Act 129 electric utilities.

Phase I

(January 1, 2023 - December 31, 2025)

On March 18, 2022, included in a general rate increase petition, Columbia Gas filed a voluntary EE&C Plan for approval under Docket Number R-2022-3031211. On September 2, 2022, all parties involved confirmed that they had entered into a partial settlement agreement. The voluntary Phase I EE&C Plan, as modified by the terms and conditions of the partial settlement agreement, was approved at Public Meeting held on December 8, 2022; Order entered on December 8, 2022. The Plan is designed to begin operations by July 1, 2023 and will help Columbia Gas’ residential customers address barriers to using natural gas more efficiently.
