THE POSITION:

DESCRIPTION OF WORK:

This person is a network administrator and reports to the supervisor of the Network Administration section of the MIS division.  The primary responsibility of this position is performing network administrative services for the Commissions wide-area-network (WAN). Specific network duties include: maintaining, evaluating and monitoring network performance, disaster recovery, performance monitoring, troubleshooting, testing, security, backup, design, planning, interface configuration and routing protocols.   In addition, this employee is also responsible for providing and monitoring access for remote PUC users.
 

Performs diagnostic testing to ascertain overall network performance. This would include the following:  network interface cards, server hardware (CPU, disks), network traffic (packet filtering), WAN/MAN connectivity, workstation configuration/applications, network operating system and other network communication devices such as hubs, switches and routers.
 
Performs connectivity/inter-operability analysis to provide integration of satellite sites and remotes users to the enterprise network.  This involves:  network design and infrastructure, devising a premise wiring topology, client/server configuration and developing protocol/communications specifications.
 
Assumes responsibility of OA networking related projects and ensures that all Commission laptops and USB flash drives are in compliance with OA mandates.
 
Assumes primary responsibility of the Remote Desktop server access project to ensure that all Commission remote VPN users have access to PUC network resources.
 
Assumes primary responsibility for the EPO\McAfee\HIPS client\server software by administering the EPO server.
 
Performs network troubleshooting analysis.  This includes:  detecting the symptoms of network problems, analyzing fault conditions, providing alarms in the network operating system and monitoring network client activity to detect bottlenecks or degradation.
 
Provides daily analysis of network security management.  This includes:  execution and monitoring of network virus software, performing security audits, defining user access rights and permissions and enforcing password policy.  Also employs metering software to comply with software licensing requirements.
 
Administers and maintains agency disaster recovery procedures.  Provides contingency planning and responsive action for the enterprise wide-area-network in the event of an emergency scenario.  Periodically evaluates and tests the existing compliance with Commonwealth disaster/recovery directives.
 
Develops policy, procedures and documentation as a means to manage network server and client operability.  Such standards are in direct compliance with OA Commonwealth Technology Center (CTC) network policies.
 
Provides network asset management by maintaining a hardware and software database which reflects a complete network-component inventory.
 
Configures a CheckPoint firewall to allow WAN/MAN integration. Verifies firewall "rules" are in compliance with commonwealth Security Policies,
 
Provide network installations to include; client/server components, software, communication devices, interface cards and back up device.  Ensures operability within the network environment.
 
Coordinates with external help-desk service providers on all network related matters.  Also, instructs agency Help Desk technicians regarding testing and troubleshooting techniques to provide solutions on escalated "help desk" calls.
 
Attends network project solicitation meetings between PUC networking team and qualified third-party vendors.  Provides input to Network Managers, team members on contracted LAN services, "request for proposal" (RFP) letters and other documents that would detail contractual services.
 
Utilizes System Center to distribute operating system, application, communication and utility software revisions or upgrades to all client server workstations in the enterprise network.
 
Utilizes VNC & Dameware software to upgrade, install and troubleshoot client PC's and Network Servers.
 
Prepares migration plans for the upgrade of network systems and application software suites.
 
Researches industry trends from trade journals, magazines, or vendor demonstrations.  Attends frequent OA seminars related to Commonwealth network concerns along with attending vendor sponsored symposiums.
 
Designs and develops a script back-up methodology and tape management system to provide incremental and weekly data archiving of entire enterprise network.
 
Performs administrative functions on the CWOPA enterprise network Exchange mail system.  Develops and implements internal/wide-area mail policy, resource management, TCP/IP services, SNMP service and client configuration.
 
Monitors network operability via remote VPN access.  Ensures servers and network applications are functioning along with WAN/MAN connectivity.
 
Insures servers are kept current with the latest anti-viral software & Microsoft Patches.  Also keeps all PUC users up to date with current virus information. In addition, creates & maintains instruction documents for users to keep their PC's up to date with the latest software.
 
Develops procedures for network interface card implement for all network client workstations.   This includes "patch or drop" cable specifications.
 
Evaluates network topology to ensure all cabling (CAT 5, CAT6, fiber optic, etc.) comply with current network topology requirements.
 
Defines Virtual LAN segmentation over the network.  This function requires network bandwidth analysis.
 
Defines IP schemes for all Harrisburg servers & work stations.  Defines IP schemes for all regional servers, routers, switches, & workstations.  Maintains list of all IP's for all combined equipment in Harrisburg & the regions.
 
Monitors Ethernet 1GB throughput specification by performing diagnostic testing on client workstations.  This activity includes the following: measuring data transfer rates of a hard disk, evaluating data transfer rate of a client's bus and protocol analysis.
Evaluates and monitors Ethernet's "switching hub" methodology.  Testing is performed to ensure network backbone bandwidth meets required specifications.
 
Utilizes protocol analyzer software on a management workstation to describe characteristic and current state of network nodes.
 
Utilizes network management software to perform benchmark testing and statistical analysis of network operability.
 
Provides management and administration of agency remote access users.  This activity involves:  administration of Terminal server, firewall security, client VPN account integration, help-desk support and development of operating & client installation procedures.  In addition, holds training classes for remote desktop/remote access users.
 

Familiar with FileNet in order to support low level InfoMAP issues.

Ability to read and understand Commonwealth and Agency policy and procedures for administrative conformance of Bureau to said procedures
Ability to work outside of normal hours to resolve problems or to install new software/hardware to insure the normal operation of the networks
 

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY:

One year as a Network
Specialist 2, Telecommunications Specialist 2, Telecommunications
Supervisor, or Radio Telecommunications Specialist 2;

or

Three years of information technology experience that includes two years
of technical experience in network operation or network maintenance, and
an associate's degree in any information technology field;

or

Five years of information technology experience that includes two years of
technical experience in network operation or network maintenance;

        or

An equivalent combination of experience and training that includes two
years of technical experience in network operation or network
maintenance.

Be a resident of Pennsylvania.
