Position performs varied legal clerical work in the Order Entry
Section which requires utilization of typing skills for processing a variety
of documents. Specific duties and responsibilities include the
following:
Reviews and analyzes various types of documents including Orders, Secretarial
Letters, Initial Decision and Recommended Decisions. Reviews their source,
content and determines the necessary action/compliance that must be taken for
the proceeding. Determines any additional legal documents that need prepared
in conjunction with the request for the Bureau. This includes the
preparation of the appropriate certificate of public convenience or licensing
for utilities. The documents that are to be served are further evaluated
to determine compliance and assignments for Bureaus to complete the necessary
cases/proceedings. If upon review, any potential problems are
identified, the supervisor and/or Assistant Secretary is consulted to resolve
the matter.
Responsible for correct format, interpretation and condensing of the
information entered in InfoMap and proofreading same for proper grammar,
completeness and accuracy of information.
Exercises independent judgment based on training and experience to review
documents and requests to determine the proper service (i.e., all
jurisdictional electric, gas, water, etc., utilities) and action that is
needed (i.e., send to Law for Publication in the PA
Bulletin), and further distribute documents (i.e.,
copies to Office of Consumer Advocate, Office of Small Business Association).
Communicates by telephone and/or correspondence with co-workers or outside
attorneys, utility representatives, consumers, etc., on the service of
documents.
Retrieves, searches and updates the appropriate files/documents within the
system to ensure accuracy.
Performs all clerical aspects of the complete work process. Workflow
varies in quantity and must be completed on a timely basis to provide
effective information for Commission use. Specifically Orders must be served
timely to meet statutory requirements.
Provides additional support to the Compliance and Assignment section by
assisting with serving of formal complaints, processing certificates of
service, cancellation requests, and other documents as needed.
Performs other related work as required.
Essential Functions:
Ability to type a variety of certificates of public convenience on a personal
computer.
• Ability to retrieve from
the mainframe parties of record for each Commission order and Secretarial
letter.
• Ability to apply
Commission's seal on all Commission orders, Secretarial letters and construction
of right-of-way plans.
• Ability to compose
Secretarial letters for approval of construction of right-of-way plans and
bills.
• Ability to review
tentative agenda prior to Public Meeting to prepare, in advance, cases that
must be entered the day of Public Meeting.
• Ability to answer phone
inquiries by securing messages or assisting caller by researching necessary
information.
• Ability to distribute
copies of orders and Secretarial letters to proper Bureaus and State Offices
through file boxes maintained in the office.
• Ability to issue
Recommended, Bench and Initial Decisions from Office of Administrative Law Judge
daily using mainframe to double check parties of record.
• Ability to lift and move
tables and chairs to arrange seating in the Commission's hearing room in
preparation for Public Meeting.
• Ability to operate general
office equipment, i.e. copy machines, computer, fax machine.
• Ability to deal with
public in a professional manner.

- Clerk Typist 2
- Clerk Stenographer 2
- Clerk 2

in a class at Pay Scale Group 3 where there is clear linkage between the
knowledge, skills, and abilities required to perform the duties of that class
and the knowledge, skills, and abilities required of the Legal Assistant 1

current or previous class has a logical occupational, functional, or career
development relationship to the Legal Assistant 1 class.
Selection Criteria
Minimum experience and training required for the job.
Meritorious service; defined as (a) the absence of any discipline above the
level of written reprimand during the 12 months preceding the closing date of
the posting, and (b) the last due overall regular or probationary performance
evaluation was higher than unsatisfactory or fails to meet standards.
Seniority, defined as a minimum of one year(s) in the next lower class(es) by
the posting closing date of 6/13/2018.
