PUC Issues Audit Report and Implementation Plan for York Water Co.

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) has released a Management and Operations Audit of the York Water Company (York Water).

York Water indicates acceptance of seven PUC recommendations to improve water and wastewater operations, strengthen emergency preparedness and enhance customer service.

The Commission voted 4-0 to make York Water’s Audit Report and Implementation Plan public.  In its Implementation Plan, York Water indicates acceptance of seven PUC recommendations to improve water and wastewater operations, strengthen emergency preparedness and enhance customer service.

The PUC’s recommendations include:

  • Record causes and/or suspected causes of water main breaks.
  • Leverage technology to reduce manual processes within the backflow prevention program.
  • Create a list of standard screening questions to be used for every outside vendor or consultant working on IT systems.
  • Annually test physical security and incorporate live drills every three years.
  • Perform additional business continuity drills to improve knowledge/capabilities.
  • Review the inventory requisition process and implement changes to strengthen distribution of materials to contractors.
  • Continue outreach efforts to engage payment troubled customers, leverage low-income resources to mitigate the overall level of unpaid customer balances, and proactively contact customers who miss a payment.

The York Water Company is the oldest investor-owned water utility in the nation, having been in operation for over 200 years.  York Water supplies water and wastewater services to customers in 40 municipalities in York Co., 10 municipalities in Adams Co. and one municipality in Franklin Co.
