PUC Appoints Wayne Williams to Direct Bureau of Conservation, Economics & Energy Planning

HARRISBURG -- The Pennsylvania Public Utility Commission (PUC) today announced the appointment of Wayne L. Williams, Ph.D., a longtime resident of Harrisburg, as Director of the Bureau of Conservation, Economics & Energy Planning (CEEP). 

“Wayne Williams has 20 years of experience designing, developing and implementing Commission policy, regulations and programs, and is one of our foremost researchers and evaluators,” Chairman Wendell F. Holland said.  “His statistical expertise was instrumental in the revision of the Commission’s standards for electric distribution reliability performance.  Wayne has long been one of the Commission’s chief policy developers as we moved from traditional utility regulation to stewards of competition.  That experience will be an asset to our Bureau of Conservation, Economics & Energy Planning and to our Commission as we continue to monitor and transition our energy markets.” 

Williams replaces Director Kevin Cadden.

Williams has 20 years of management and leadership experience in utility regulation.  He is currently a member of the Commission’s inter-Bureau team responsible for monitoring and evaluating electric reliability, a key responsibility of CEEP.  He also has had primary oversight of the Commission’s largest regulated energy conservation program, the Low Income Usage Reduction Program.  Since joining the Commission in 1984, Williams served in a number of high-level senior management and analyst positions.  He previously was a research project manager and analyst for The Pennsylvania State University.  Williams earned his doctorate degree in Community Systems Planning and Development from The Pennsylvania State University, with an emphasis in applied evaluation research.  He and his wife, Diane, have two daughters, Lindsay and Tess. 

CEEP conducts research and performs policy/planning functions focusing mainly on the electric and gas utilities and facilitating the development of competitive energy markets.  The Bureau monitors developments in energy markets, such as pricing trends, demand forecasts and availability of supply to meet demand.

The Pennsylvania Public Utility Commission ensures safe, reliable and reasonably priced electric, natural gas, water, telephone and transportation service for Pennsylvania consumers, by regulating public utilities and by serving as responsible stewards of competition.
