HARRISBURG – Pennsylvania Public Utility Commission (PUC) Chairman Wendell F. Holland has been appointed treasurer of the National Association of Regulatory Utility Commissioners (NARUC).

As Treasurer, Chairman Holland, who takes over the post Jan. 15, 2007, is responsible for overseeing the association’s budget and the development and implementation of financial policies and procedures. In this role, he will also serve on NARUC’s Executive Committee, Board of Directors and as chairman of the Association’s Investment and Audit committees.

NARUC is a non-profit organization founded in 1889 whose members include the governmental agencies that are engaged in the regulation of utilities and carriers in the fifty States, the District of Columbia, Puerto Rico and the Virgin Islands. NARUC's member agencies regulate telecommunications, energy, and water utilities. NARUC represents the interests of State public utility commissions before the three branches of the Federal government. NARUC President Jim Kerr is responsible for appointing the treasurer. Chairman Holland replaces Randy Bynum of Arkansas.

“Thanks to Commissioner Bynum and our Washington staff, NARUC’s finances are in strong order and I am confident that Chairman Holland, with his energetic leadership and solid experience, will serve the Association well,” said President Kerr, a member of the North Carolina Utilities Commission. “I am grateful for his service and look forward to working with him in this role. I wish Commissioner Bynum nothing but the best and am thankful for his solid financial stewardship.”

The treasurer serves for one year and can be re-appointed by the NARUC President for five additional terms.

"I am honored to be selected as treasurer of NARUC," Chairman Holland said. "I am a firm believer in NARUC. It creates partnerships, fosters discussion and facilitates information exchange and public awareness of critical utility issues throughout the United States. I look forward to working with my colleagues to build upon the successes of NARUC as we continue to tackle the ever increasing challenges of utility regulation. I thank President Kerr for this opportunity."

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
