PUC Approves PPL Gas Program to Help Low-Income Customer Reduce Usage, Costs

HARRISBURG –  The Pennsylvania Public Utility Commission (PUC) today approved the creation of a Low Income Usage Reduction Program (LIURP) by PPL Gas Utilities Corp.

The Commission voted 4-0 to create a LIURP program for qualified low-income residential customers as well as institute a recovery mechanism for the costs associated with the plan. The Commission also adopted a motion by Commissioner Kim Pizzingrilli.

“I commend PPL Gas for initiating the program and highly recommend an aggressive consumer education campaign as soon as possible to alert low-income customers of effective date of the program as we now face the colder winter weather and higher heating bills,” Commissioner Pizzingrilli said.

LIURP programs are designed to help low-income customers conserve energy and reduce their energy bills. PPL’s program will be called the Weatherization and Reduction Management program (WARM). The funding level for the program will be $378,000 per year for the years 2008-2010.

Under the WARM program, community-based organization or private contractors will help customers with weatherization measures such as furnace inspection, air infiltration and other weatherization techniques to help in the reduction of energy costs. The program also will provide energy education services to help decrease the risk of customer payment delinquencies and to reduce collection and arrearage carrying costs.
