PUC Weighs Settlement with UGI Central Penn Gas that Includes a $5,000 Civil Penalty

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today voted to issue for comment a proposed settlement with UGI Central Penn Gas that includes a $5,000 civil penalty for allegedly violating the Public Utility Code and Commission regulations.

The Commission voted 5-0 to issue the settlement for comment. The settlement follows an investigation into a Sept. 2, 2009, incident that damaged a four-inch high pressure distribution line, owned by UGI Central Penn Gas, while Kukurin Contracting Inc. was installing a new sewer and water main for the Bedford Township Municipal Authority.  The damage occurred in an unpopulated section of Bedford Township and caused natural gas to leak at a high rate from the excavation area.  Under the terms of the proposed settlement, the company would be required to pay a civil penalty in the amount of $5,000 and modify its Damage Prevention Plan.

Interested parties will have 20 days to comment on the proposed settlement.

UGI Central Penn Gas provides natural gas service to about 100,000 customers in Pennsylvania.

The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
