PUC Approves Default Service Plan Settlement for Citizens’, Wellsboro Electric Companies

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today approved a settlement addressing the manner in which Citizens’ Electric Co. of Lewisburg and Wellsboro Electric Co. will secure default service supply for the companies’ non-shopping customers beginning June 1, 2013, through May 31, 2015. 

The Commission voted 5-0 to approve a settlement among the companies and the Office of Consumer Advocate (OCA) and the Office of Small Business Advocate (OSBA). The terms of the settlement include, among other things that the companies will:

  • Continue laddered purchases under a Stratified Procurement Plan;
  • Implement a New/Moving Customer Referral Program pursuant to the Commission's Retail Markets Investigation; and
  • Continue to perform annual benchmark analyses and submit the results to the Commission, OCA and OSBA.

The 1996 Electricity Generation Customer Choice and Competition Act provides that electric distribution companies, or a Commission-approved alternative supplier, will provide default electric generation service to customers who have not selected an alternative generation supplier.  Under current law, the default service prices for electric generation service are required to be based upon a “prudent mix” procurement strategy that will produce the least cost to customers over time.
