PUC Seeks Comment on Documents to be Electronically Filed

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today tentatively issued a list of documents to be approved as those that can be filed electronically with the Commission.

The Commission voted 5-0 to issue for comment a list of document categories that are proposed to be designated as “qualified documents” for electronic filing. The proposed document types include affiliated interest agreements, applications, formal complaints, exceptions, reply exceptions, petitions, protests, rate filings, tariff filings, securities certificates and other miscellaneous documents.

On Sept. 27, 2008, Commission regulations went into effect to permit consumers, utilities and practitioners to file certain documents electronically without filing paper copies; serve documents electronically on other parties if they agree to such service; and receive electronic service of documents from the Commission. An e-filing pilot program is currently under way. The Commission expects e-filing to be fully available in early 2009.

Interested parties have 14 days after the entry of the order to file comments. No reply comments will be permitted. If no comments are filed, the tentative order will become final without further Commission action.

 The Pennsylvania Public Utility Commission balances the needs of consumers and utilities to ensure safe and reliable utility service at reasonable rates; protect the public interest; educate consumers to make independent and informed utility choices; further economic development; and foster new technologies and competitive markets in an environmentally sound manner.
