The Pennsylvania Public Utility Commission is seeking bidders to provide Human Resources Legal Services to the Commission.
The Commission’s Office of Human Resources (“Issuing Office”) has issued this RFP on behalf of the Commission. The sole point of contact in the Commission for this RFP shall be Michael E. Roberts, Director of Human Resources, PA Public Utility Commission, 400 North St, Harrisburg, PA 17120. Mr. Robert’s email is michrobert@pa.gov. Please refer all inquiries to the Issuing Officer.
The Commission seeks legal counsel and representation in matters relating to Labor and Employment Law, to provide counsel to the Human Resources Department as well as other senior Commission staff.
It is proposed that if the Issuing Office enters into a contract as a result of this RFP, it will be a five-year, fixed-term, fee-for-service, overall price-not-to exceed contract. The Contract will commence sometime in February/March 2024. The Contract will end five years after execution in February/March, 2029. The overall price not-to-exceed is for the Contract $600,000. The overall contract amount can exceed $600,000 only by written Amendment to this Contract.

Pre-proposal Presentation - There will be a pre-proposal Conference with a presentation from the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) via Microsoft Teams or audio only phone-in on Wednesday, January 10, 2024, at 2 p.m. Attendance is recommended.
The Issuing Officer shall post the answers to the questions to the Commission’s website at by Tuesday, January 16, 2024.
Questions and Answers
- Are offerors required to have staff office within the Capitol region to be awarded this RFP, or is it acceptable if staff is able to commute to the Capital region as often as needed from Center City?
Not required, but our preference is to have a dedicated office located in the Capitol region. Offerors will be rated based on the evaluation criteria included in the RFP. Dedicated staff located in the Capitol region is one of four. While not a requirement, offerors will be evaluated based on the adherence to this criteria. Most of our work occurs in the Capitol Region so the desire is to have legal staff present for any necessary in-person needs.
- Will the location of staff through subcontractors be taken into consideration for this criteria? For example, if our SBD/VBE is located in the Capital region, is that sufficient enough to meet the evaluation criteria?
Our main consideration/evaluation will be of the principal offeror to the technical criteria. The evaluation team will provide due weight to the subcontractors, but the team will be primarily focuses on the offerors suitability to the evaluation criteria rather than any subcontractors.

PUC RFP-2022-2 Pa. USF Administrator

This Request for Proposals (RFP) provides interested contractors with sufficient information to enable them to prepare and submit proposals for consideration by the Pennsylvania Public Utility Commission to administer the Pennsylvania Universal Service Fund (Pa. USF or Fund) estimated from May 1, 2022, through and including June 30, 2027, pursuant to Commission regulations at 52 Pa. Code §§ 63.161 – 63.171.
The Pa. USF was created to reduce and restructure access charges and intraLATA toll rates, and to encourage greater toll competition while enabling carriers to continue to preserve the affordability of local service rates. Vendors must be a registered vendor in the SRM Supplier Portal and JAGGAER to respond.
Mandatory Information Session with BDISBO is Thursday, January 20, 2022 at 1:00 p.m.
Deadline to submit Questions through the JAGGAER Q&A Board is Friday, January 28, 2022 at 2:00 p.m.
Answers to questions will be posted to the JAGGAER Q&A Board within five (5) business days.
Please monitor JAGGAER for all communications regarding the RFP on an ongoing basis.
Sealed proposal must be received in JAGGAER by Wednesday, February 16, 2022 at 10:00 a.m.

This Request for Proposals (RFP) provides interested accounting firms with sufficient information to enable them to prepare and submit proposals for consideration by the Pennsylvania Public Utility Commission (Commission or PUC), the Issuing Office, to conduct a financial statement audit of the statements, assets, liabilities, and fund balance covering both collections and disbursements of the Pennsylvania Universal Service Fund (Pa USF or Fund) for the previous fiscal year. The audit will be conducted pursuant to the Commission’s statutory authority at 66 Pa.C.S. §§ 331, 501, 506, and 516 (a) and (c), and its regulatory authority at 52 Pa. Code § 63.168.
The term of the Contract will be from the Effective Date of the Contract until July 31, 2026, and, if requested by the Commission, one optional one-year term thereafter.

Request for Proposals - Act 129 Statewide Evaluator PUC RFP 2020-2

The Pennsylvania Public Utility Commission, Bureau of Technical Utility Services seeks to retain the services of a contractor who will perform as the Commission’s Act 129 Statewide Evaluator. The Commission has been charged by the Pennsylvania General Assembly pursuant to Act 129 of 2008 with establishing an energy efficiency and conservation program. 66 Pa.C.S. §§ 2806.1 and 2806.2. The energy efficiency and conservation program requires each electric distribution company (EDC) with at least 100,000 customers to adopt a plan to reduce peak energy demand and energy consumption within its service territory. 66 Pa.C.S. § 2806.1. In order to fulfill this obligation, on June 18, 2020, the Commission entered an Implementation Order at Docket No. M-2020-3015228. As part of the Implementation Order and Act 129, the Commission seeks a Statewide Evaluator to evaluate the EDCs’ Phase IV energy efficiency and conservation programs.
The sole point of contact in the Commonwealth for this RFP shall be the Issuing Officer, Darren D. Gill, Deputy Director of the Bureau of Technical Utility Services at email dgill@pa.gov. Due to the COVID-19 Emergency, please communicate only via email, as staff is telecommuting and not in the office, and thus is not able to receive office phone calls and has limited access to physical mail service.
The contract will be a six-year, fixed term, price not-to-exceed, fee-for-service contract, estimated to start in March 2021 and end on February 28, 2027.

Section I-8 of the RFP provided that if an Offeror that had questions about the RFP, the Offeror must submit those questions by email to the Issuing Officer and that the Issuing Officer would post the final questions and answers by the deadline stated on the Calendar of Events.

All questions and responses as posted to the website are considered as an addendum to, and part of, this RFP in accordance with RFP Part I, Section I-9. Each Offeror shall be responsible to monitor the website for new or revised RFP information. The Issuing Office shall not be bound by any verbal information nor shall it be bound by any written information that is not either contained within the RFP or formally issued as an addendum by the Issuing Office.
The deadline to submit a proposal is Monday, November 30, 2020 by 3 p.m.
