Request for Proposals to Conduct a Stratified Management and Operations Audit

On December 5, 2014, the PUC issued a Request-for-Proposal (see below) for a contractor to perform a Stratified Management and Operations Audit (Management Audit) of PPL Electric Utilities Corporation (PPL). Management Audits are periodically required of certain utility companies pursuant to 66 Pa. C.S. §516(a) and come under the Commission’s general administrative power and authority to supervise and regulate all public utilities in the Commonwealth at 66 Pa. C.S. §501(b).
It is anticipated that the Management Audit will begin in June 2015 and that the contractor’s final report will be completed by mid-year 2016. Bidders are invited to submit a proposal for the Stratified Management and Operations Audit of PPL in accordance with the attached RFP.
All proposals must be submitted to the address stated in Section I-11 of the RFP no later than 3 p.m., February 10, 2015, as stated in the Calendar of Events. Late proposals will not be considered regardless of the reason.
In addition, a pre-proposal conference was held on Thursday, January 8, 2015 at 1 p.m. in Hearing Room 5 on the ground floor of the Commonwealth Keystone Building in Harrisburg, PA. All questions should be submitted by email (with subject line “RFP-PUC-2014-3 Stratified Management and Operations Audit of PPL RFP Question”) to Nathan Paul at firstname.lastname@example.org by January 5, 2015, as stated in the Calendar of Events. All Proposers will be provided with written answers to questions asked by any Proposer by January 15, 2015, as stated in the Calendar of Events.

Telecommunications Relay Service (TRS) RFP

This Request for Proposals (RFP) is intended to provide interested persons and entities with sufficient information to enable them, as prospective vendors, to prepare and submit proposals for consideration by the Pennsylvania Public Utility Commission (Commission or PUC) for traditional and speech-to-speech (STS) intrastate telecommunications relay service (collectively TRS). The submitted proposals must include an operational date of no later than December 15, 2014, or an alternative date mutually agreed upon between the Commission and the selected vendor, for the stand-alone provision by vendor of intrastate TRS in Pennsylvania, including a period of transition from the current vendor that is transparent to the end-users of TRS services.
No later than fifteen (15) days after receiving notification as the selected TRS vendor, the selected vendor shall submit an application to obtain PUC certification to provide TRS in Pennsylvania and will operate as a public utility as the term is defined in Pennsylvania’s Public Utility Code for the provision of intrastate TRS services. See generally 66 Pa. C.S. §§ 102, 1101, 1102, 1301 and 1501. It is anticipated that the Commission will expeditiously issue an order disposing of the application, which may include granting provisional authority to operate.
Along with the application for a certificate of public convenience to provide TRS in Pennsylvania, the selected TRS vendor will also submit a TRS tariff setting forth, at a minimum, the rates and service standards of the provider. The tariff shall be effective upon Commission approval, which is anticipated to occur expeditiously.
Proposals are due on August 5, 2014, as provided in the Calendar of Events.

Statewide Evaluator Contract RFP
Act 129 Statewide Evaluator Request for Proposals RFP-2012-8
The Commission has been charged by the Pennsylvania General Assembly pursuant to Act 129 of 2008 (“Act 129”) with establishing an energy efficiency and conservation program. See 66 Pa.C.S. §§ 2806.1 and 2806.2. The energy efficiency and conservation program requires each EDC with at least 100,000 customers to adopt a plan to reduce energy demand and consumption within its service territory. See 66 Pa.C.S. § 2806.1. In order to fulfill this obligation, on August 2, 2012, the Commission entered an Implementation Order at Docket No. M-2012-2289411. As part of the Implementation Order and Act 129, the Commission seeks a Statewide Evaluator to evaluate the EDCs’ Phase II energy efficiency and conservation programs.
Bidders are invited to submit a proposal for the Act 129 Statewide Evaluator Contract in accordance with the enclosed request for proposal.

In addition, a pre-proposal conference was held on Thursday, December 13, 2012 at 1 p.m. at the Commonwealth Keystone Building. Questions were submitted at the pre-proposal conference, and answered by December 21, 2012. Attendance at the pre-proposal conference was not mandatory.
