PUC Approves ALLTEL Plan to Poll Customers for Extended Area Service in Altoona and Houtzdale

HARRISBURG, Pa. - The Pennsylvania Public Utility Commission (PUC) today approved a petition filed by ALLTEL Pennsylvania to poll customers in its Coalport exchange to determine if they want toll-free service to Bell Atlantic’s Altoona and Houtzdale exchanges.

Coalport customers will be polled for one-way extended area service (EAS). Adding the exchange would place Coalport customers in a higher rate band, increasing the monthly residential bill for flat rate service $5.66, from $9.14 to $14.80. The local calling area would increase from 2,772 to 47,875 toll-free numbers. Currently, calls from Coalport to Altoona and Houtzdale are local toll calls.

The PUC’s EAS regulations require telephone companies to conduct subscriber polls of an intraLATA route when the monthly average number of calls made per access line equals or exceeds 5.5, and at least 50 percent of the access lines make one or more calls per month to the receiving exchange.

The PUC will tabulate the results of the customer poll. If a majority of the customers returning ballots favor extended area service, ALLTEL will implement it within four months after being notified by the PUC.
