PUC Sets 711 for Hearing Impaired

HARRISBURG, Pa. – The Pennsylvania Public Utility Commission (PUC) today implemented a plan that allows persons with speech and hearing disabilities easier access to the Telecommunications Relay Service (TRS) in Pennsylvania by simply dialing 711.

    The use of 711 abbreviated dialing provides easier access to the TRS by both text and voice users by eliminating 10-digit dialing and by implementing a universal number. Currently there are two TRS numbers assigned within Pennsylvania and different numbers assigned for use in each state, often making access to the relay service confusing and difficult for customers.

    The TRS works by connecting calls between a speech impaired or hearing impaired person using a text telephone (TTY) and a hearing person using a regular telephone. The person using the TTY types his or her conversation and the message is relayed to the other party by a communications assistant (CA). The CA then relays the hearing person’s exact words by typing them back to the TTY user.

    Under today’s order, all local telephone companies must modify their equipment to properly handle 711 calls by March 31. Following a test period in April, the system will be available to the public on May 1. Phone companies are required to include a message in the May statement explaining the availability of this new abbreviated dialing to the TRS. Payphone operators must also implement 711.

    In 1997, the Federal Communications Commission directed that 711 be assigned on a nationwide basis to the states’ TRS Relay Centers.
