PA Public Utility Commissioners Appoint Karen Oill Moury as New Deputy Executive Director

HARRISBURG -- The Public Utility Commission (PUC) today voted unanimously to appoint Karen Oill Moury of Harrisburg as Deputy Executive Director of the PUC.

Moury replaces Veronica A. Smith, who the Commissioners appointed Executive Director on Jan. 10.

"Whenever there’s been a PUC committee formed to find a solution or move forward an aspect of electric or natural gas competition, Karen either led the committee or was one of the people routinely called upon to get the job done," PUC Chairman Glen R. Thomas said. "We now call on Karen to get the job done once again as we move from implementers to stewards of the nation’s model program for utility competition done right. And we call on Karen’s proven ability to manage projects and people to help this Commission carry out our duties for Pennsylvania’s utility ratepayers. Speaking on behalf of my fellow Commissioners and Executive Director Smith, I know Karen will excel as our new Deputy Executive Director."

Chairman Thomas noted Moury’s 20 years of service to the Commonwealth.

Moury has served as Deputy Chief Counsel of Energy for the PUC since December 1997. In that role, she advised and represented the Commission on federal and state legal issues related to electricity and natural gas. She also was a lead Commission employee in the implementation and monitoring of competitive retail electric and natural gas markets. She also supervised all assistant counsel in energy matters in the PUC’s Law Bureau.

Moury previously worked for six years for the Pennsylvania Small Business Advocate, representing the interests of small-business utility consumers in rate cases and other administrative proceedings before the Commission. From January 1985 through December 1991, she served as an Assistant Counsel in the Commission’s Law Bureau, handling general legal issues and focusing on the regulation of motor common carriers.

She received her bachelor’s degree from Thiel College in Greenville, Mercer County, and her law degree from The Dickinson School of Law in Carlisle, Cumberland County.

Moury, 44, lives in Harrisburg.

Moury is originally from Grove City, Mercer County. She is the daughter of Oliver and Shirley Oill, who still reside in Grove City.
