PUC Fines Cumberland County Taxi Company $10,180

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today fined an Enola, Cumberland County, taxicab company $10,180 for violations, including not holding a certificate of public convenience issued by the Commission.

Steve and Rosemarie Metz-Brungard, owners of Protean Potentials, were fined $1,000 for providing transportation for compensation in the state while not having a PUC certificate. They also were fined $9,180 for advertising to provide transportation for compensation within points in Pennsylvania.

The Brungard’s license was canceled in April 1999 for failing to pay a $1,000 fine. However, the company has continued to operate without a license.

In April 2001, the PUC’s Bureau of Transportation and Safety instituted a complaint against the company and recommended fining the company $2,000. In February, a PUC administrative law judge (ALJ) recommended fining the company $92,800.

The Commission voted 4-1 on a motion by Commissioner Kim Pizzingrilli to adopt the ALJ’s decision, but to lower the fine. Commissioner Aaron Wilson Jr. dissented. Select the links to view Commissioner Pizzingrilli’s motion and Commissioner Wilson’s statement.
