PUC Advises Consumers to Check Internet Phone Numbers

HARRISBURG – The Public Utility Commission (PUC) today advised consumers to double check the phone numbers they use to access the Internet, making sure the numbers are local exchanges not subject to long-distance charges.

“When a consumer dials a telephone number to connect to the Internet, that call is billed according to whether or not the number is considered local or long distance,” Commissioner Kim Pizzingrilli said in a statement. “Telephone numbers within the consumers’ same area code can be long distance. Therefore, it is important for consumers to educate themselves when connecting to dial-up Internet service.”

The statement is a result of a case decided at today’s public meeting in which a Verizon customer’s teenage son accrued more than $2,500 in long-distance charges after unknowingly using a toll number to access the Internet. The Montgomery County customer filed a complaint against the phone company, arguing that she should not be held responsible for the bill. The PUC dismissed the complaint and decided that the customer must pay the bill.

Commissioner Pizzingrilli emphasized that consumers can check the customer guide pages of their telephone directories which list the local and long-distance calling areas. Consumers can also contact their telephone company to ask about a specific telephone number.

Once consumers are connected to the Internet, they should also be cautious of potential scams that may ultimately affect their telephone bills. For example, “Modem Hijacking” occurs when an unwanted program is placed on a consumer’s computer that automatically dials international phone numbers at random times without the consumer’s knowledge. The Federal Trade Commission (www.ftc.gov) provides useful information to help consumers avoid this scam.
