PUC Approves Fuel Surcharge for Motor Carrier Industry

Published on 6/10/2004

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today approved a statewide surcharge for the motor carrier industry to offset the unanticipated increase in gasoline prices.

Taxicabs are authorized to charge an additional 30 cents per trip for each paying passenger. Paratransit carriers and airport transfer companies may charge 70 cents per trip for each paying passenger. Paratransit carriers include, for example, vans that shuttle customers from their homes to a mall or an appointment. Airport transfer companies transport customers to and from an airport.

Under today’s ruling, medallion taxicab carriers in Philadelphia are required to implement the surcharge. Carriers in all other parts of the state have the option of assessing the fee. The surcharge is mandatory in Philadelphia because PUC statutes require that all medallion carriers in the city charge the same rate.

The companies may begin using the surcharge on June 14, for a period of one year unless otherwise changed by the Commission. The Pennsylvania Taxicab and Paratransit Association, and other passenger carriers, requested the surcharge.

All motor carriers are required to notify the public by placing a notice in their vehicles.

Passenger carriers are required to provide 30 day’s notice to the PUC and the public when they request a new rate. However, the Public Utility Code allows for a shorter notification period when good cause is shown.

The Pennsylvania Public Utility Commission ensures safe, reliable and reasonably priced electric, natural gas, water, telephone and transportation service for Pennsylvania consumers, by regulating public utilities and by serving as stewards of competition.
