PUC to Investigate PPL Request for Rate Increase

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today voted to investigate PPL Electric Utilities’ (PPL) request for a $164.4 million increase in its distribution base rates.

            The company has also proposed passing on to its customers a $57.2 million increase in transmission service charges, but that does not require PUC approval and therefore is not a part of the PUC’s proceeding.

            Under the combined proposal, the average monthly bill for a residential customer using 900 kilowatt-hours of electricity would increase approximately $7.62, from $77.47 to $85.09. This is the first base rate increase PPL has requested since 1995. The increase would affect 1.3 million customers in 29 counties.

            The company said the proposed increase is necessary for it to attract capital, to provide safe and reliable service to its customers, and to fully fund expanded social programs.

            The proposed $164.4 million base rate increase will be suspended until its Jan.1, 2005, proposed effective date and assigned to a PUC administrative law judge for a recommended decision. The five Commissioners must make a final decision at a public meeting before Jan. 1.
