PUC, PECO Settlement Includes Bill Credits for Some Low-Income Customers

HARRISBURG - After a computer error caused some low-income customers in good standing to receive termination notices from PECO Energy, the Pennsylvania Public Utility Commission (PUC) today tentatively approved a settlement that provides a $15 credit on the bills of those customers who received the erroneous termination notices.

"This error caused a lot of undue stress and aggravation for many consumers who strive to be good utility customers while working with very limited means," said Commission Chairman Wendell F. Holland. "This settlement provides some comfort to those who experienced a few anxious moments due to the mistaken termination notices. It also takes steps to protect against future errors and ensure a proper response time should an error occur."

A PECO computer error resulted in 6,001 termination notices to be mailed in February 2005 to non-delinquent, low-income consumers. PECO acted immediately to prevent any further incorrect mailings, however, the company waited 17 days before notifying affected customers of the error and assuring them the error would not negatively impact credit histories, according to the settlement.

As part of the settlement, those customers who received the erroneous termination notices will receive a $15 credit on their utility bill. The company will provide a total of $90,015 in credits to customers.

The company also has agreed to improve procedures to prevent future errors and improve communications and feedback. In the future, consumers who are negatively impacted by this type of error will receive follow-up notification within five business days, according to the settlement.

The public has 20 days to file objections on the settlement. If no objections are filed, the decision becomes final.
