PUC Reminds Drivers that Any Transportation for Compensation Requires State Certificate

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today reminds drivers and companies that transporting passengers for compensation requires proper state certification.

It is unlawful to transport any passenger for compensation without holding a PUC Certificate of Public Convenience. Compensation can include “suggested donations.”  The PUC issues certificates for taxi, limousine, van and bus service. Holding a certificate of public convenience ensures that the company has met all of the PUC’s driver safety, vehicle safety and insurance standards.

The PUC monitors certificated carriers and its drivers for insurance coverage, driver and vehicle safety, rates, territory and quality of service. Certificated taxis and vans are required to display their company name and PUC identification number in 2-inch high block lettering on both sides of the vehicle.

The requirement applies to drivers and companies offering smartphone rideshare applications that provide online booking and those who are providing transportation for those whose religious convictions prevent them from driving.

The PUC is enforcing its certification requirements against drivers and companies who are operating without the proper certification. The Commission can take action through the PUC’s internal enforcement process and file criminal complaints with local district justices. Enforcement action may result in financial penalties for the drivers or the company.
