PUC to Hold March 22 Input Hearing on Proposed Acquisition of East Whiteland Township Wastewater System by Aqua Pennsylvania Wastewater

Customers and Other Concerned Parties Should Register by March 21
HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today announced the scheduling of a late-March telephonic hearing to gather public input on the proposal by Aqua Pennsylvania Wastewater to acquire the wastewater system owned by East Whiteland Township. The East Whiteland wastewater collection system provides service to approximately 3,900 customers in East Whiteland Township, Chester County.
PUC Public Input Hearing
The public input hearing for this proposed acquisition is scheduled for the following:
- Tuesday, March 22, 2022
Telephonic hearing will begin at 6 p.m.
PUC Administrative Law Judge Marta Guhl will preside over the hearing.
Signing Up for the Public Input Hearing
If you wish to testify at the telephonic public input hearing, please pre-register by Noon on Monday, March 21, 2022. You may pre-register by email or by phone.
To pre-register by email, please contact Judge Guhl’s legal assistant, Pam McNeal, at pmcneal@pa.gov, and provide the following information:
- Your first and last name.
- The date and time of the public input hearing at which you wish to testify.
- The phone number you will be using to call into the public input hearing.
- If you require an interpreter to participate in the hearing, the language of the interpreter.
To pre-register by phone, please call Judge Guhl’s office at 215-560-2105 and leave a message providing the following information:
- Your first and last name.
- The date and time of the public input hearing at which you wish to testify.
- The phone number you will be using to call into the public input hearing.
- A phone number where you can be reached prior to the hearing, if we need to contact you.
- Your email address, if you have one.
- If you require an interpreter to participate in the hearing, the language of the interpreter.
If you need assistance pre-registering to testify, you may have someone register for you, but they will need to provide all the information listed above. Additionally, if more than one person in a household would like to testify, one person may pre-register for other individuals in the same household, but they will need the required information for each individual.
If you require an interpreter, please pre-register as soon as possible so every reasonable effort can be made to have one present for the hearing.

If you wish to testify at the telephonic public input hearing, please pre-register by Noon on Monday, March 21, 2022. If you do not pre-register and provide the necessary information, you may not be able to testify. Individuals will testify in the order in which they pre-register.
Exhibits for the Hearing
If you intend to offer any exhibits at the public input hearing, you must email your proposed exhibit(s) to Judge Guhl’s Legal Assistant at pmcneal@pa.gov by Monday, March 21, 2022. In your email to Judge Guhl you must copy all individuals listed in the “full service list” included in the hearing notice. Failure to comply with these instructions may result in you not being allowed to present your proposed exhibit(s). Proposed video evidence must be submitted in an mp4 format and cannot exceed 2MB. Proposed video evidence that does not meet these criteria will not be permitted.
Listening to the Hearing
If you do not wish to testify but want to listen to the public input hearing, please contact Judge Guhl’s office by email at pmcneal@pa.gov or phone at 215-560-2105 and provide your name and the hearing you want to listen to so there is adequate caller capacity on the conference bridge to accommodate all callers.
Participating in the Hearings
To participate in the hearing on March 22, individuals who are testifying or listening should do the following:
- Dial the toll-free number listed below.
- Enter the PIN number when instructed to do so, also listed below.
- Speak your name when prompted.
- The telephone system will connect you to the hearing.

Offering Testimony at a Public Input Hearing
The PUC offers tips on how to participate in a public input hearing, including:
- Prepare what you are going to say beforehand. Even though it is not required, you may want to write out your statement, which can be read.
- Any formal testimony that is offered during the hearing will become part of the record on which the PUC will issue its final decision.
- Understand that parties in the case may want to ask you a question to clarify something you said.
