PUC to Investigate Water Rate Increase Proposed by City of Lock Haven Water Department

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today voted to suspend and investigate a proposed water rate increase by the City of Lock Haven Water Department (Lock Haven).

The Commission voted 5-0 to investigate the annual revenue and rate increase request. Lock Haven proposes to increase its annual operating revenues for water services by $483,872 (91.5%).  Under the proposal, the average annual bill for a residential water customer using 13,500 gallons per quarter would increase by $33.56 (8.4%) from $401.84 to $435.40. 

The rate increase request is suspended and will be assigned to the Office of Administrative Law Judge for evidentiary hearings and the issuance of a recommended decision.  More information on the ratemaking process is available on the Commission’s website. A final PUC decision is due by March 2, 2025.

The PUC has jurisdiction over water service provided by Lock Haven to customers located outside the City of Lock Haven, including 1,076 customers in Allison, Castanea and Wayne townships, Clinton County. Lock Haven’s current base rates have been in effect since Jan. 1, 2011.
