PUC Vice Chair Barrow Joins NARUC’s Executive Leadership Board

Vice Chair Appointed to Four-Year Term on the Board of Directors of the National Association of Regulatory Utility Commissioners

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today announced that the National Association of Regulatory Utility Commissioners (NARUC) has appointed PUC Vice Chair Kimberly M. Barrow to a four-year term on NARUC’s Board of Directors – continuing Pennsylvania’s tradition of having a strong voice in national conversations about utility issues.

“I look forward to being part of NARUC’s leadership team as it continues to promote strong collaboration and information-sharing among state public utility commissions, federal agencies, other policymakers and regulated utilities as we all work to deliver safe, reliable, and affordable utility service to consumers,” Vice Chair Barrow said.

Vice Chair Barrow, who also serves as a member of NARUC’s Committee on Electricity, has been involved in the utility regulation industry for more than two decades.  She has served as one of 10 state utility commission representatives on the Joint Federal-State Task Force on Electric Transmission, established in 2021 by NARUC and the Federal Energy Regulatory Commission.  Additionally, Vice Chair Barrow serves on Pennsylvania’s Diversity, Equity and Inclusion Council, as well as the Pennsylvania Energy Development Authority.

The Vice Chair’s term on NARUC’s Board of Directors will end Oct. 31, 2028.  The NARUC board oversees the association's general and financial functions and approves resolutions that serve as the association's policy. It includes 20 members, plus the NARUC president, the first and second vice presidents, each past-president (who is still an active NARUC member) and the chairs of all standing committees. Board appointments are made by the NARUC president.

Vice Chair Barrow was nominated to serve as Public Utility Commissioner by Gov. Josh Shapiro on April 14, 2023, and subsequently confirmed by the Pennsylvania Senate on August 30, 2023.  She was elected Vice Chair by her fellow commissioners on August 31, 2023. Her term will expire on April 1, 2028.
