Consumer Reminder: PUC to Hold December 18 Hearing in Wilke-Barre on Rate Change Proposed by PPL Electric

In-person hearing will gather public input on the proposed rate change for electric distribution service

HARRISBURG – The Pennsylvania Public Utility Commission (PUC) today reminded consumers and businesses from Northeastern Pennsylvania about an upcoming public input hearing in Wilkes-Barre to gather public input on the $356.3 million rate increase proposed by PPL Electric Utilities (PPL).  

The Wilkes-Barre hearing, scheduled for December 18, is the seventh and final PUC public input hearing in a series of in-person and telephonic hearings that have been held across the PPL service territory to gather public input on the utility’s request. PPL provides electric distribution services to approximately 1.5 million residential and business customers in eastern and central Pennsylvania.


Wilkes-Barre In-Person Public Input Hearing

  • Thursday, December 18, 2025 – Hearing starts at 6 p.m.

NOTE: Individuals planning to testify on December 18 and wishing to refer to hearing exhibits during their testimony should email them to Legal Assistant Pamela McNeal at pmcneal@pa.gov by noon on Monday, December 15, 2025.  The PUC Judge will forward the exhibits to all parties.


Offering Testimony at a Public Input Hearing

The PUC offers tips on how to participate in a public input hearing, including:

  • Prepare what you are going to say beforehand. Even though it is not required, you may want to write out your statement, which can be read.
  • Any formal testimony that is offered during the hearing will become part of the record on which the PUC will issue its final decision.
  • Understand that parties in the case may want to ask you a question to clarify something you said.


Proposed PPL Rate Change

The change proposed by PPL would produce an overall annual revenue increase of $356.3 million (33.4%).  As proposed, the total monthly bill for a residential customer using 918 kWh per month would increase from $177.01 to $189.40 (7%).

A final PUC decision on PPL’s rate increase request is due by July 1, 2026.
