PUC Schedules Hearing on Proposed Acquisition of Elizabeth Borough Wastewater System by Pennsylvania American Water

June 5 Telephonic Hearing Set to Gather Public Input from Residents and Businesses Served by the Elizabeth Borough Municipal Authority
HARRISBURG – The Pennsylvania Public Utility Commission (PUC) has scheduled an early-June telephonic hearing to gather public input on the proposal by Pennsylvania American Water Company (PAWC) to acquire the wastewater system owned by the Elizabeth Borough Municipal Authority in Allegheny County.
The Elizabeth Borough system provides wastewater service to approximately 670 direct customers, along with service to approximately 1,500 indirect customers through bulk connections with Elizabeth Township, Forward Township, and Lincoln Borough, all in Allegheny County.
PUC Telephonic Public Input Hearing
A telephonic public input hearing for the proposed acquisition is scheduled for the following:
Thursday, June 5, 2025
The telephonic hearing will begin at 6 PM.
PUC Administrative Law Judges Erin L. Gannon and Steven K. Haas will preside over the hearing.
Pre-Registering for the Hearing
Pre-registration is encouraged by 4 PM on Wednesday, June 4. To pre-register, email the PUC Judges’ Legal Assistant, LaKisha Jackson, at lakjackson@pa.gov or call 717-787-4497 and provide the following information:
- Your first and last name.
- The phone number you will be using to call into the public input hearing.
- A phone number or email address where you can be reached prior to the hearing, if there is a need to contact you.
- If you require an interpreter to participate in the hearing, the language of the interpreter.
Requests for Interpreters
If you require an interpreter, please pre-register as soon as possible. If you register too close to the hearing date, there may not be enough time to arrange for an interpreter. Every reasonable effort will be made to have an interpreter present.
The relay service number for persons who are deaf or hard of hearing is 711.
Hearing Exhibits
If you have any hearing exhibits to which you will refer during the hearing, please email them to the PUC Judges’ Legal Assistant at lakjackson@pa.gov. The PUC judges will forward your exhibits to all the parties. Exhibits for the public input hearing must be received by the PUC judges by Wednesday, June 4.
Offering Testimony at a Public Input Hearing
The PUC offers tips on how to participate in a public input hearing, including:
- Prepare what you are going to say beforehand. Even though it is not required, you may want to write out your statement, which can be read.
- Any formal testimony that is offered during the hearing will become part of the record on which the PUC will issue its final decision.
- Understand that parties in the case may want to ask you a question to clarify something you said.
