THEY LEARNED DUQUESNE LIGHT HAD NOT READ THE METER FOR APPROXIMATELY 15 MONTHS. THEY PAID WHAT THEY WERE BILLED DURING THIS TIME. HE DOES NOT THINK HE SHOULD BE SUBJECT TO BILLS UNREASONABLY AND UNEXPECTEDLY HIGH. HE WANTS PUC TO ISSUE FORMAL SANCTIONS AGAINST DUQUESNE LIGHT AND PROVIDE A DISCOUNT THROUGH STRATEGIC ENERGY AS COMPENSATION FOR THEIR FAILURE TO MEET REASONABLE METER READING STANDARDS.

C-20028533 Closed 9/19/2002 COMPLAINANT STATES IN APRIL SHE GOT A 10 DAY SHUT OFF NOTICE. SHE CALLED CAP TO GET A DELAY AND WAS TOLD SHE WAS NO LONGER ON CAP. PUC SAID THEY COULD NOT GIVE HER A BUDGET BECAUSE SHE WAS ON CAP. SHE DOES NOT HAVE $790. SHE WOULD LIKE PUC TO GIVE HER A LITTLE MORE TIME OR PUT $15 A MONTH TO HER BUDGET.
