HE WANTS PUC TO ISSUE FORMAL SANCTIONS AGAINST DUQUESNE LIGHT AND PROVIDE A DISCOUNT THROUGH STRATEGIC ENERGY AS COMPENSATION FOR THEIR FAILURE TO MEET REASONABLE METER READING STANDARDS.
